About The Position

This position is accountable for analyzing and coordinating the acquisition, relocation, and condemnation activities for the district Bureau of Program Development, and in conjunction with the Land Acquisition Engineer, for advising Special Assistant Attorneys General on trial strategy to satisfy technical and fiscal elements in completing the Annual Improvement Program. The Illinois Department of Transportation is seeking to hire a Condemnation Engineer. Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Nice To Haves

  • Nine years’ experience in civil engineering with three years in land acquisition work.
  • Experience and knowledge of the land acquisition process and how it relates to highway projects.
  • Experience with Microsoft Word, Excel, Access, and Geographic Information System (GIS).
  • Ability to analyze and review problems presented, to determine, interpret and implement appropriate engineering practices.
  • Strong leadership and management skills.
  • Good verbal and written communication skills.

Responsibilities

  • Provides engineering direction and technical expertise for all district condemnation activities.
  • Determines the necessity for condemnation and the best course of action to obtain title to land.
  • Coordinates all engineering technical and policy aspects of proceedings with Special Assistant Attorneys General and district Land Acquisition personnel.
  • Testifies in court as an expert witness on behalf of the department.
  • Provides engineering advice to the Appraisals, Acquisition, and Plats and Plans units.
  • Directs the preparation of warrant requests for condemnation parcels.
  • Processes Special Assistant Attorneys General and consultant bills.
  • Reviews hearing and trial results and determines advisability of appeal or acceptance.
  • Supervises consultant negotiators and relocation agents.
  • Performs duties in compliance with departmental safety rules, policies, and procedures.
  • Performs all duties in a manner conductive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
