About The Position

QED Systems, LLC is seeking a Computer Systems Analyst, specifically an Equipment Common Operating Picture (ECOP) Administrator, to join their team at the Pentagon in Arlington, VA. This role supports the HQDA G-3/5/7 Support Services contract. The administrator will be responsible for managing the ECOP application and database, including user access, permissions, and help desk requests. They will also evaluate and recommend administrative support procedures, track modernization actions, and provide situational awareness. The position requires adherence to DoD and Army policies, flexibility to meet mission requirements, and the ability to draft meeting summaries and track action items. This role is critical for maintaining the ECOP database and ensuring common visibility of help desk requests for leadership endorsement and sourcing.

Requirements

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Ability to work within Government-provided software packages with emphasis on MS Office products (Outlook, Word, SharePoint, PowerPoint, and Excel).
  • Ability to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
  • Proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to perform duties.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
  • Demonstrated experience with the policy development lifecycle.
  • Strong understanding of Army regulations and processes.
  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/ SCI eligibility

Nice To Haves

  • Manpower Management and Army Experience with HQDA / Joint Staff experience preferred.
  • CompTIA Security+ certification preferred.

Responsibilities

  • Serve as the Gatekeeper to, and be responsible for, administration tasks related to the Equipment Common Operating Picture (ECOP) application and database.
  • Control access to the database according to approved timelines and suspense.
  • Evaluate and provide written recommendations on methods and procedures for administrative support for records, communications, directives, forms, files, and documentation.
  • Manage user permissions, respond to help desk requests, capture modernization actions for the database, and action ONS as directed with the ECOP application.
  • Provide situational awareness support and common visibility of help desk requests as the chain-of-command coordinates for endorsement, validation, and sourcing.
  • Track status of ONS requests in ECOP and produce status reports on a regularly scheduled frequency.
  • Follow industry standards for software life cycle development processes in accordance with DoD, G-3/5/7, CCSA, AOC and Army policies and regulations.
  • Adjust work efforts as required within the branch to meet mission requirements.
  • Draft meeting EXSUMs for review.
  • Track and coordinate any meeting due outs twenty-four (24) hours post meeting.
