Work involves planning, developing, and implementing an agency program and/or providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the public. May supervise the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor’s degree or four years of experience in conducting environmental inspections or previous experience in in in conducting enforcement.
  • Knowledge of local, state, and federal laws relating to the program area; of public health and management techniques; of statistical analysis processes; and of program planning and implementation.
  • Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; to develop and evaluate policies and procedures; and to supervise the work of others.

Responsibilities

  • Reviews and analyzes inspection and investigation reports to determine compliance with federal and state licensing statutes, codes, rules, policies, and regulations as related to enforcement actions involving regulated Asbestos, Youth Camps and Radiation and applies applicable regulations, evaluates case strengths and weaknesses, identifies evidentiary issues and when warranted, obtains additional evidence to support the violations.
  • Processes enforcement actions, including drafting Notice of Violation letters, orders and other correspondence using Microsoft Word pursuant to the Administrative Procedures Act (APA).
  • Collaborates and consults with Office of General Counsel (OGC) and key internal stakeholders, as required for quality case processing.
  • Facilitates, actively participates, presents case findings, and provides input into the enforcement decision-making process in meetings, including, but not limited to facilitates informal hearings and prepares solutions to protect public health.
  • Conducts enforcement conferences.
  • Provides data for the posting of enforcement actions.
  • Provides data for required reporting.
  • Works with program staff in determining trends and resolving technical problems.
  • Assist in analyzing the applications and variations of programs to develop an action plan for improvement or initiate new services.
  • Prepares justifications for and assists in implementing policy or administrative rule changes.
  • Prepares or assists in the preparation of administrative reports.
  • Provides consultative services and technical assistance to plan, implement, and monitor effective services.
  • Attends work in a consistent timely fashion and produces a flow of work that is timely and consistently error free.
  • Performs related work as assigned to assist the agency, Director of Enforcement, or other Enforcement programs.
  • Required to participate in Disaster Response as directed.
