About The Position

The Compliance Manager – HUD is responsible for overseeing regulatory compliance for HUD-assisted and RAD-converted communities. This includes managing compliance for RAD-PBV, RAD-PBRA, Project-Based Section 8, and mixed-finance/LIHTC overlay programs. The role ensures adherence to HUD requirements, HAP contracts, Housing Authority Administrative Plans (PBV), TRACS/PIC reporting (PBRA), and all related federal, state, and local occupancy rules. This position provides oversight, guidance, and technical support to site teams and stakeholders.

Requirements

  • Minimum 5 years of experience in agency or affordable programming related to real estate management.
  • Experience in the affordable housing industry, including HUD-assisted housing (PBV/PBRA/Project-Based Section 8, and RAD) and LIHTC, HOME, HTF, etc.
  • Must have experience supporting program layering (RAD + LIHTC, HOME/HTF layering, etc.)
  • Knowledge of local, state, and federal laws and regulations governing affordable housing and fair housing.
  • Excellent written and oral communication skills.
  • Strong organizational, problem-solving, and analytical skills.
  • Ability to manage priorities and workflow.
  • Acute attention to detail.
  • Experience with Property Management Software.
  • Proven ability to handle multiple projects and meet deadlines.

Responsibilities

  • Oversee regulatory compliance for HUD-assisted and RAD communities including RAD-PBV, RAD-PBRA, Project-Based Section 8, and any LIHTC overlay requirements (when applicable).
  • Maintain expert-level knowledge of key program requirements (including HUD Handbook guidance, PBV Admin Plans, HAP contract requirements, and LIHTC overlay rules where applicable).
  • Monitor compliance with RAD documentation and governing agreements (RAD Use Agreement, RCC, HAP contracts, financing/regulatory documents, LURAs, etc.).
  • Create, review, and approve compliance tools and standards (income/rent limits as applicable, allowances, student/household eligibility reviews, preferences, and set-asides) in collaboration with the Director of Compliance.
  • Track and monitor rent increases and related submissions/approvals (including OCAF and other contract-based rent adjustment processes, as applicable by program type).
  • Oversee file auditing procedures for move-ins, annual/interim recertifications, EIV requirements (if applicable), and HUD/LIHTC overlay documentation, including third-party review support when utilized.
  • Complete internal fidelity audits of compliance reports, tenant ledgers, and certification pipelines to ensure accuracy, timeliness, and audit readiness.
  • Monitor 3rd party management’s funding submissions to ensure timely and accurate payments.
  • Monitor and support 3rd party management’s inspection process for NSPIRE/HQS, and collaborate with management for any needed corrective action plans.
  • Track and support compliance for special claims, vacancy payments, subsidy changes, payment standards, utility allowance changes, and Housing Authority coordination as applicable.
  • Build relationships with HUD field staff, Performance Based Contract Administrators, agencies, management teams, housing authorities, and stakeholders.
  • Support collaboration between development, managing agents, and asset management.
  • Assist asset and property management with software setup for new acquisitions.
  • Monitor compliance procedures during lease up and stabilization.
  • Perform semi-annual compliance and site visit audits.
  • Prepare reports to track and maintain program compliance.
  • Prepare investor questionnaires, quarterly reports, and annual owner certifications.
  • Attend site monitoring, investor and lender visits if necessary.
  • Collaborate with 3rd party management to prepare and send response letters to monitoring agencies, investors, and lenders.
  • Ensure appropriate program policies and procedures are in place and maintained, including Tenant Selection Plans/Waitlist administration, EIV policies (as applicable), VAWA, grievance procedures, reasonable accommodation procedures, and HUD/RAD required notices.
  • Create and update Core Processes for Affordable Housing sites.
  • Periodically review 3rd party management’s operating policies related to compliance to ensure program compliance.
