About The Position

The Compliance Coordinator will assist in the development and management of a compliance program that consolidates and measures the success of departmental goals to protect and preserve the city’s water supply and water resources in accordance with Federal, State, and local regulatory requirements. The coordinator will provide development and oversight of programs related to pollution prevention such as the Cross Connection Control Program (CCCP), Fats, Oils, and Grease Prevention Program (FOG), Industrial Pre-Treatment Program (IPT), Water Conservation Program (WCP) and Bacteriological Compliance Sampling. The Coordinator Exercises a high degree of creativity, independent judgment, and discretion, in determining the scope of departmental programs and services.

Requirements

Skilled in computer business and budget programs.

Ability to read, analyze and interpret in English, general business periodicals, professional journals, technical procedures, or government regulations.
Ability to produce and maintain financial and statistical records/reports.
Ability to research/analyze data and present findings in various report formats.
Ability to prioritize and manage multiple work assignments with competing deadlines.
Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
Ability to establish and maintain effective working relationships with employees, City officials, customers, vendors, and the public.
Must work well in teams and possess high degree of organization, meticulous record keeping ability and demonstrate willingness to learn.
Must possess intellectual curiosity and a commitment to data integrity and accuracy.
Bachelor of Science Degree from an accredited college or university in business or public administration, environmental science engineering, or related field.
Three (3) years of Supervisory experience in utility operations and compliance with an emphasis on communication and program development.
Possession of or ability to obtain a valid Florida driver’s license by date of hire.
Possession of or ability to obtain a state license, minimum Class C water or wastewater treatment and/or Level III Water Distribution license by date of hire.

Nice To Haves

Possession of or ability to obtain FOG certification within one year from date of hire.
Possession of or ability to obtain Backflow certification within one year from date of hire.

Responsibilities

Responsible work coordinating and assessing the Utilities Department Compliance activities.
Assesses compliance for water and wastewater permits.
Monitors utility programs/activities for compliance with local, state, and federal regulations.
Reviews and signs overtime and time sheets.
Interviews, hires, and promotes employees.
Leads, motivates, directs and supervises the training of new employees.
Coordinates with Utilities and City staff to facilitate completion of compliance activities.
Tracks and audits compliance data and records, and legislative bills through the development process.
Calculates, documents, tracks, and reports department metrics including benchmarking and strategic plan data.
Assists with the development of department Masterplans and other technical documents/reports.
Conducts data evaluations and analysis for management reports.
Works proactively and provides excellent customer service to internal and external customers.
Reviews data and evaluates industrial/commercial sources to determine permit and/or categorical compliance.
Assists and/or prepares with dissemination of administrative orders, notices of civil administrative penalty assessments, notices of violation, administrative directives.
Assists and/or prepares Control Documents
Investigates reports of slug or accidental spills which may cause damage and/or interfere with the wastewater collection systems, treatment processes or biosolid utilization.
Assists in the review of permit applications, industrial waste permits, self-monitoring reports and current pretreatment literature.
Contribute to educational outreach efforts and materials to help fellow employees understand state and regulatory regulations surrounding our Clean Water Act responsibilities so that they can be environmental stewardship partners.
Makes oral presentations and participates in administrative hearings, public meetings, or related investigations as a representative of the Utilities Department.
Prepares Hazardous Materials Business Plans (HMBP’s), Spill Prevention Control and Countermeasure Plans (SPCC) and maintains compliance with all Certified Unified Program Agency (CUPA) programs for Utilities Department facilities.
Ensures that the Utilities Department remains in compliance with environmental law changes.
Prepares and presents various management reports concerning environmental issues/regulations.
Assists in monthly, annual and “as-needed” report preparation, including preparing the annual operating and CIP budgets for projects.
Represents the Utilities Department on environmental and conservation matters with other agencies.
Prepares and maintains files on the environmental progress of CIPs.
Assist in Preparing Water Supply Assessment Reports and Verification Reports.
Provides training to Operations staff regarding compliance with environmental regulations during their field work.
Assists Operations staff with environmental impact compliance and permitting during routine work and emergency repairs.
Identifies and recommends opportunities for improvement
Develops a proactive environmental information program supportive of the City and Department mission and goals through interpretation of applicable environmental laws and guidelines.
Coordinates with other agencies at all government levels, with environmental and natural resource agencies, and with the regulatory agencies to address critical environmental issues affecting present or future Utility Department projects.
Works with Plant Superintendents on the inventory of groundwater and surface water assets including water rights and water usage.
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
