About The Position

This role will focus primarily on analyzing, monitoring and reporting on multiple Economic Opportunity Plan (EOP) compliance monitoring and verification services for diversity and inclusion of Minority/Disadvantage/Disable Business Enterprises (M/W/DBEs) on construction projects in the City of Philadelphia.

Requirements

  • Bachelor's degree required
  • Minimum five years' experience
  • Analysis and review of submitted project documentation such as certified payroll/ manhours for workforce, payment applications / invoices and related proof of payments to appropriate vendors for professional services and construction activities
  • General knowledge of computer applications including Microsoft Office Suite

Responsibilities

  • Monitor performance and goals established by each contract for the entire life of the project, including reviewing and auditing documentation assessing the sufficiency of Good Faith Efforts
  • Conduct job site visits to monitor M/W/DBE workforce participation
  • Meet regularly with project/client staff to discuss the compliance of the M/W/DBE plan and the applicable rules and regulations related to M/W/DBE participation at the Project
  • Working with the project staff, including the Project Manager, the Procurement Manager and the project M/W/DBE staff to assure that the project reporting and the processes in place are adequate to comply with the Office of Equal Opportunity (OEO) regulations
  • Monitor procurement opportunities available to M/W/DBEs for each project that requires M/W/DBE participation. Identifying and vetting vendor from the appropriate unified directory of certified and capable business maintained by the OEO of the City of Philadelphia
  • Participate in client outreach events to M/W/DBEs
  • Summarize and maintain information for the project performance related to the M/W/DBE program / EOP and prepare executive level reports
  • Represent the firm in client meetings, networking events or present before City Agencies, and if needed, represent the client before vendors and other organizations
  • Maintain spreadsheets and database of all information related to each project/client and monitor data entry accuracy monitoring compliance of commitment to actual EOP goals
  • Assist in development of proposals responding to RFPs, coordinating content with multiple internal and external managers
  • Review and proof invoicing process per project/client to submit on time and accurately
  • Assist Senior Management Team with ad-hoc reporting and special projects
