About The Position

This position works under the direct supervision of leadership in the Purchased Client Services Division. This position is responsible for examining and evaluating provider applications to include policies, procedures, treatment and logic models, business and training plans and other necessary information to ensure compliance with state and federal laws and regulations, and other requirements to provide foster care services to children in DFPS conservatorship in accordance with the Texas Child- Centered Care (T3C) System. Based on evaluation and analysis, this position makes the recommendation as to whether or not a residential childcare provider meets the compliance criteria to be credentialed to provide foster care services to children and youth in DFPS conservatorship. This position works with providers, including the Single Source Continuum Contractors as a part of Community-based Care, as well as interacts routinely with Texas Department of Family and Protective (DFPS) staff including the Purchased Client Services Division, the Office of Community-based Care, Government Relations, State Office CPS and CPI Divisions, and HHSC-Child Care Regulatory Division. Performs highly complex (senior level) compliance analysis work involving examining, evaluating, and monitoring records, programs, policies, documents, and/or contracts to ensure conformity with laws, rules, and regulations; and conducting inspection and analysis activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Must earn a CTCM within 18 months of hire and comply with all ongoing certification requirements.
  • Knowledge of the Texas Foster Care continuum and services.
  • Knowledge of the relevant federal and state rules and regulations; contract monitoring; and statistical concepts, methods, and models.
  • Strong verbal and written communication skills, including the ability to present information in a concise, and professional manner to both internal and external stakeholders.
  • Strong attention to detail with the ability to muti-task and prioritize competing priorities in a manner that is efficient and organized.
  • Skill in conducting data searches and evaluating large amounts of data, in customer service, in preparing concise and accurate reports, and in the use of a computer and applicable software.
  • Skill in preparing recommendations.
  • Ability to apply critical and analytical skills in the review of data, policy, protocols, proceedures, treatment models, and other relevant information to determine compliance.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions; to maintain effective working relationships; and to communicate effectively.
  • Ability to oversee and/or supervise the work of others including agency contractors.
  • Graduation from an accredited four-year college or university with major coursework in business administration, public administration, finance, accounting, statistical analysis, research methodology or a related field is generally preferred.
  • A minimum of three years' experience in research, compliance analysis, legal analysis, and/or auditing work.
  • Experience must demonstrate the ability to independently analyze complex issues, interpret policies or regulations, and recommend corrective or process improvements.
  • Experience and education may be substituted for one another on a year for year basis.

Responsibilities

  • Performs routine compliance reviews that are primarily small or medium in scale to determine compliance with laws, rules, and regulations.
  • Performs routine reviews of new applications and supporting documentation submitted by residential childcare providers to obtain Full credential(s) to provide foster care Service Packages for children in DFPS conservatorship in accordance with statute, rule, and agency regulations.
  • Performs routine reviews of applications and documentation submitted by existing residential childcare providers to obtain Interim credential(s) to transition and provide foster care Service Packages for DFPS conservatorship in accordance with the Texas Child Centered Care and statute, rule, and agency regulations.
  • Performs routine reviews of applications and documentation submitted by existing residential childcare providers to obtain qualify for Re-credential(s) to maintain services for children, youth, and young adults in foster care in accordance with statute, rule, and agency regulations.
  • Compiles, reviews, and analyzes data to verify documentation.
  • Compiles all necessary information submitted by residential childcare providers as a part of the application for Credentialing process under the Texas Child Centered Care system.
  • Reviews data and other information submitted by residential childcare providers as a part of the application for Credentialing process under the Texas Child Centered Care system to ensure the accuracy and to verify the packet is complete.
  • Analyzes the content of the submitted Credentialing application to ensure all requirements are met in accordance with Department expectations that are derived from statute, law, regulations and rule.
  • Conducts internal inspection of compliance issues.
  • Conducts internal inspections of documentation and data submitted to ensure it is organized in a manner that ensures integrity and accountability over the credentialing process.
  • Identifies opportunities for improvement and efficiency to the credentialing processes based on internal inspection of documentation, data, and tracking systems.
  • Develops an individualized plan and follows up on correction of compliance issues noted through internal inspection of records.
  • Identifies issues regarding compliance with regulations or standards that require follow-up.
  • Identifies issues regarding compliance based on residential childcare providers' submission of application for Full and re-credentialing that requires follow-up and submits necessary information to lead Credentialing Compliance Analyst and reaches out and provides direction and/or technical assistance to provider.
  • Identifies issues regarding compliance based on residential childcare providers' submission of application for Interim credentialing that requires follow-up and submits necessary information to lead Credentialing Compliance Analyst and reaches out to and provides direction and/or technical assistance to provider.
  • Ensures proper tracking and reporting of issues with individual applications, to ensure all necessary follow-up occurs.
  • Verifies compliance with specific requirements by conducting desk and/or onsite reviews.
  • Verifies residential childcare providers compliance with Texas Child Centered Care Credentialing requirements through review of application and submitted information.
  • Works with the Department's third-party contractor to ensure that all aspects of the Texas Child Centered Care Credentialing are met by reviewing requirements and issuing a recommendation for whether or not an individual provider has met expectations.
  • Performs the Interim and re-credentialing desk and/or on-site reviews in accordance with law, rule, and agency expectations.
  • Maintains, updates, and assesses data in an internal tracking system.
  • Maintains, updates, and assesses the status of assigned applications based on the tracking system that supports the Credentialing process(es).
  • Ensures the proper logging and tracking of applications that are co-assigned to the Department's third-party vendor offering credentialing support.
  • Inputs data in the tracking system in a timely manner to ensure proper logging of documentation and so that status can be determined and reported on by others within the Department.
  • Maintains and assesses documentation of compliance activities, such as complaints received or investigation outcomes.
  • Maintains, assesses, and reviews cross system information from DFPS and SSCC contracts division, and relevant information obtained by the HHS-Child Care Regulatory Division to help inform the Texas Child Centered Care Credentialing status.
  • Documents and provides follow-up assessment and documentation to report on issues or complaints raised by individual residential childcare providers or other stakeholders, to include response to legislative inquiries around an operation's credentialing status.
  • Ensures timely review and assessment of information that impacts the Interim, full, or re-credentialing of residential childcare providers.
  • Performs statistical sampling of data.
  • Performs sampling of data to track and report on individual workload status.
  • Identifies opportunities for areas requiring technical assistance, based on common issues with Credentialing across multiple residential childcare providers.
  • Uses data to inform internal credentialing process improvements.
  • Review contracts, grants, and other legal documents.
  • Reviews residential childcare providers HHS-Child Care Regulatory permit to ensure it meets compliance with credentialing requirements based on application.
  • Reviews DFPS and SSCC contract requirements to ensure that the provider meets qualifications to apply for specific Credentialing package(s).
  • Ensures compliance with all additional requirements associated with obtaining Credential.
  • Perform compliance reviews that are primarily highly complex in nature or large in scale and/or oversees others who perform compliance reviews, including coordinating assignments and monitoring activities.
  • Performs credentialing compliance reviews for organizations that provide a variety of Service Packages across the foster care continuum, to ensure the organization meets requirements for all services.
  • Works directly with the Department's third-party credentialing support contractor by assigning applications for review, staffing operations for compliance, and providing recommendations to leadership on whether or not to Credential a particular provider.
  • Monitors provider's compliance with timely submission and quality of information submitted.
  • Performs related work as assigned.
