About The Position

The City of Golden is seeking Community Service Officer I/II applicants. This role supports various operations in the Police Department in a non-sworn capacity. Responsibilities include investigating potential violations and enforcing municipal and state codes, ordinances, and regulations related to nuisance abatement, animal control, parking, and zoning. The position may also assist the Patrol Division with cold criminal/non-criminal reports, traffic direction, non-injury traffic crashes, and speed enforcement using a radar/photo speed enforcement vehicle. Community Service Officers are typically hired at the Community Service Officer I (CSO I) level. A CSO II is expected to function as a subject matter expert in the absence of a supervisor, demonstrate high proficiency with all systems and processes, and serve as a field trainer for newly hired officers.

Requirements

  • High school diploma or G.E.D.
  • Outstanding customer service skills required.
  • Possession of a valid driver's license and good driving record.
  • Ability to learn City codes, ordinances, laws, and regulations pertaining to health and safety.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Good written and oral communication skills.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively with citizens and groups of people.
  • Ability to utilize MS Office software.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to interpret and apply State and local policies, procedures, laws, and regulations.
  • Ability to enforce pertinent codes, ordinances, laws and regulations with impartiality and efficiency.
  • Knowledgeable in the principles, practices, methods, and techniques of code violation investigation and enforcement.
  • Ability to respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner.
  • Ability to work independently in the absence of supervision.
  • Ability to use a two-way radio.
  • Ability to learn required software to complete criminal justice database research and complete police reports.
  • A minimum of three years’ related experience will be required to be considered for a CSO II position.

Nice To Haves

  • Prior code enforcement, animal control, community service officer, or similar public service position preferred, or equivalent combination of education and experience.
  • Prior animal care management or handling experience preferred.
  • Knowledge of codes, ordinances, laws, and regulations pertaining to nuisance abatement, animal, parking control, and zoning preferred.

Responsibilities

  • Conducts proactive patrol on City streets, open space, parks, and trails.
  • Enforces park rules and regulations.
  • Patrols the Clear Creek corridor to provide education, warnings, or take enforcement action for violations of City ordinances during warmer months.
  • Investigates complaints of violations of local and state nuisance abatement laws, ordinances, or codes, and conducts follow-up investigations to ensure compliance.
  • Responds to assigned calls, which may include cold criminal reports in person or by telephone.
  • Secures crime scenes, directs traffic, and takes non-injury traffic crash reports.
  • Conducts other crime prevention activities as assigned by a patrol or community services supervisor.
  • Investigates animal cruelty and neglect charges, and promotes compliance with laws regulating animal treatment.
  • Investigates reports or complaints of animals creating nuisances.
  • Impounds, quarantines, and disposes of animals as appropriate.
  • Enforces City animal control and licensing laws.
  • Euthanizes animals.
  • Aids animals in distress by feeding starving animals and freeing trapped animals.
  • Removes animals from inhumane conditions and transports them to shelters for treatment and care.
  • Inspects establishments housing or exhibiting animals to ascertain compliance with humane laws.
  • Patrols City limit areas on foot or in a vehicle to enforce parking and related traffic ordinances.
  • Impounds abandoned vehicles, conducts research, contacts owners, and coordinates impound activities with towing companies.
  • Issues abandonment summons.
  • Assists the public by providing directions and responding to questions and inquiries.
  • Reports needed street and sign repairs, traffic accidents, and other occurrences to department staff.
  • Provides information to violators and the public regarding codes, laws, and ordinances.
  • Informs persons perpetrating inhumane acts of laws and penalties for violations.
  • Observes areas of alleged violations and interviews witnesses to determine if laws are being violated.
  • Reports violators to police or requests police to arrest violators.
  • Uses the radar/photo speed enforcement vehicle in assigned strategic locations to monitor speed enforcement.
  • Maintains accurate records related to citations and violations.
  • Prepares a variety of written reports, memos, and correspondence.
  • Takes photos and collects evidence pertaining to appropriate violations.
  • Testifies in court as required.
  • Recommends revisions to City codes and ordinances.
  • Assists sworn staff in general law enforcement activities such as traffic and crime scene control.
  • Investigates the ownership of local property for purposes of code enforcement.
  • Other duties may be assigned.
