About The Position

The Community Programs and Cultural Officer is a key role within the Community Engagement Division, responsible for strengthening relationships between VicPD and the diverse communities we serve across the City of Victoria and the Township of Esquimalt. This position is primarily focused on building trust, fostering meaningful connections, and ensuring VicPD is present, accessible, and responsive within community spaces. The Community Programs & Cultural Officer acts as a visible and consistent representative of the organization, working to enhance understanding, support inclusive policing practices, and contribute to safer, more connected communities. This is an operational position (uniform or plainclothes as required), primarily working dayshift with flexibility to attend evening and weekend community events.

  • Knowledge of local Indigenous communities, history, and cultural protocols
  • Familiarity with settlement services, multicultural organizations, or community-based support networks
  • Fluency in a language other than English relevant to the communities served

Responsibilities

  • Develop, strengthen, and sustain respectful relationships with diverse cultural communities, including Indigenous, newcomer, and underrepresented groups
  • Serve as a primary point of contact between VicPD and community leaders, Elders, organizations, and cultural groups
  • Attend and actively participate in community events, ceremonies, forums, and gatherings to build trust and maintain a visible, consistent presence
  • Represent VicPD in a professional, respectful, and culturally informed manner at all times
  • Proactively identify opportunities for engagement within communities, ensuring VicPD is present beyond enforcement contexts
  • Build connections with individuals and organizations who may have historically had limited engagement with police
  • Support initiatives that encourage community members to feel safe reporting crime and engaging with police services
  • Work collaboratively with internal teams to ensure community perspectives inform engagement approaches and priorities
  • Provide guidance to VicPD members on cultural awareness, sensitivity, and respectful engagement practices
  • Support the development and delivery of cultural awareness and training initiatives within the Department
  • Assist frontline officers and investigative units in navigating culturally sensitive situations, helping to build understanding and support effective communication
  • Contribute to the advancement of culturally safe, trauma-informed, and inclusive policing practices
  • Build and maintain strong partnerships with community agencies, including Indigenous organizations, multicultural associations, settlement services, and social service providers
  • Collaborate with partners to identify and respond to emerging community safety concerns
  • Support joint initiatives that promote prevention, education, and positive police-community relationships
  • Develop and deliver culturally relevant crime prevention programs, education sessions, and outreach initiatives
  • Participate in the planning and implementation of community engagement strategies aligned with VicPD priorities, including Before the Badge and Pulling Together
  • Support initiatives that promote inclusion, belonging, and trust within the communities we serve
  • Maintain awareness of emerging social issues, cultural dynamics, and community concerns that may impact policing
  • Provide insights to leadership and operational teams to support informed decision-making and responsive service delivery
  • Identify trends or concerns that may benefit from early engagement or coordinated response
  • Assist with investigations when needed where cultural understanding is critical to effective information gathering and respectful engagement
  • Support de-escalation efforts where cultural context or sensitivities are a factor
  • Contribute to broader Community Engagement Division priorities as required
