  • Professional knowledge of community planning concepts, theories, principles, regulations, and methods relevant to installation facility and infrastructure development.
  • Ability to gather, analyze, and interpret data; draw logical conclusions; and develop innovative solutions to complex planning issues.
  • Knowledge of automated tools and systems such as CPP, CADD, GIS, project tracking software, and other planning related platforms.
  • Strong written and verbal communication skills with the ability to articulate how planning decisions impact installation mission and long-term objectives.
  • Ability to organize, divide, and coordinate work among specialized personnel to complete complex, large-scale planning projects.
  • Ability to plan, budget, prioritize, and execute projects supporting asset management and infrastructure programs.
  • Degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration.
  • Experience performing analytical, conceptual, and technical planning work in support of infrastructure, land use, or installation development programs.
  • Ability to obtain and maintain a DoD security clearance, if required.

Responsibilities

  • Serve as the technical expert to the Facilities Utilization Board (FUB) and support installation-wide planning and space management.
  • Draft and coordinate FUB agendas with the Base Civil Engineer (BCE).
  • Collect, analyze, and validate requests for facility space, real estate, and new construction.
  • Prepare and distribute board materials; serve as Executive Secretary/recorder when needed.
  • Ensure all proposals align with the Installation Development Plan (IDP) and Base Master Plan.
  • Review site and facility requests for compliance with land-use planning, encroachment management, and AICUZ criteria.
  • Assess current facility utilization and recommend consolidation, backfill, or optimization opportunities.
  • Validate and prioritize SRM and MILCON projects; issue siting approvals for new or temporary facilities.
  • Coordinate with tenant units, sister services, and local/regional planning bodies to ensure compatible land-use planning.
  • Lead development, review, and maintenance of installation planning documents and studies.
  • Plan, program, budget, and execute projects supporting installation planning and asset management programs.
  • Collect, interpret, and evaluate planning data affecting installation development and infrastructure management.
  • Develop planning solutions that require adaptation of established methods and interpretation of policy guidance.
  • Work closely with engineering, environmental, operations, contracting, and other mission partners to resolve complex planning challenges and support installation goals.
