About The Position

The Community Manager is responsible for the day-to-day operations within their assigned property(ies), including risk management, leasing, rent collection, budget reporting, compliance with regulatory agreements, and fostering a positive community environment. This position must understand, appreciate, and respect the differences within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.

Requirements

  • High school diploma or equivalent.
  • Knowledge of Fair Housing Law
  • Operate computer hardware and software at a level needed to effectively perform job functions.
  • Possess a valid driver’s license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course… Or, Must have the ability to travel to multiple locations throughout the Portland Metro area.
  • Ability to perform CPR, First Aid, and effectively use AED equipment.
  • CPR/ First Aid certifications are required and must remain current.

Responsibilities

  • Maintain specified office hours for tenant support as outlined by the Portfolio Manager.
  • Serve as the primary point of contact for tenant concerns, complaints, and issues, collaborating with internal and external stakeholders.
  • Promote community building, tenant retention, and eviction prevention activities.
  • Adhere to the Complaint Process, using professional judgment to resolve issues or escalate to the Portfolio Manager.
  • Uphold Fair Housing policies and ensure compliance with landlord tenant laws.
  • Market and lease vacant units, ensuring applicants meet qualification requirements.
  • Conduct move-in orientations and guide tenants through required documentation.
  • Submit move-in and annual recertification paperwork to the Compliance Specialist for approval.
  • Conduct move-out inspections and process security deposit refunds.
  • Assist with preparing vacant units for leasing.
  • Ensure rent collection, deposits, and charges are processed per policies.
  • Deliver and post 72-hour notices for non-payment and other required notices.
  • Prepare and submit weekly reports detailing property conditions and tenant activities; ensure all violations and concerns are documented according to policy and procedure.
  • Work within the property budget for tenant enhancements, community events, and supplies.
  • Assist in annual audits as needed.
  • Maintain inventory of maintenance, janitorial, and grounds supplies.
  • Perform regular inspections of buildings, units, and common areas for safety and visual appeal.
  • Complete minor repairs or arrange vendor services through Cascadia’s Facilities Department.
  • Coordinate vendor activities and manage vendor relationships to ensure quality service.
  • Maintain cleanliness of common areas, including hallways, laundry rooms, bathrooms, and storage areas.
  • Support the Compliance Department with annual, and as needed, recertifications by meeting with tenants, assisting with paperwork, submitting packets, and collecting final signatures- this may occur at any property.
  • Provide temporary management/support of one or more properties, to cover full duties during staff absences, vacancies, lease-ups, or limited support during periods of high workloads.
  • Assist onsite onboarding and training apartment managers.
  • Assist with preparing and revising policies, procedures, workflows, and training resources related to property management.
  • Perform other duties as assigned.
  • Comply with and implement regulations, policies, and procedures under which the program operates.
  • Assist in crisis situations as appropriate, following emergency protocols/procedures.
  • Respect and honor tenant rights and responsibilities and demonstrate professional boundaries and ethics.
  • Document and maintain records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations.
  • Understand fire regulations and evacuation procedures; participate in regular safety drills in compliance with policies and procedures.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Complete annual employee training requirements on a timely basis as per agency requirements.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.
