About The Position

Under the direction of the Property Supervisor, the Community Manager III is responsible for the overall operation of multiple sites or a single large property. This role involves the day-to-day implementation of policies, procedures, and programs to ensure a well-managed and maintained community, meeting all regulatory and fiscal requirements. The Community Manager III is expected to foster a supportive resident environment, manage finances, maintain occupancy levels, oversee property upkeep, manage onsite staff, supervise vendors, and potentially work with a Board of Directors. Key aspects include strong interpersonal skills, good judgment, leadership in community development, and facilitating a cooperative team environment. This position directly supervises two or more employees. An on-site Community Manager III will also perform Night Manager duties, responding to after-hours emergencies.

Requirements

  • Three years’ experience in affordable housing management as a community manager.
  • Three years managing people, projects, materials, and information; or equivalent combination of education and experience.
  • High School Degree or equivalent.

Responsibilities

  • Supervise maintenance and janitorial staff, contract/temporary personnel, and vendors to ensure quality of work.
  • Schedule routine and emergency maintenance, janitorial work, and preventative maintenance tasks.
  • Conduct regular inspections of properties (interior, exterior, common areas, units) to ensure maintenance, safety, and attractiveness.
  • Oversee vacant apartment turnover procedures to ensure timely and efficient preparation.
  • Review and manage work orders, ensuring timely completion and proper closure in Yardi.
  • Assist in identifying and bidding for capital replacements and contract services.
  • Maintain accurate inventory of building contents, tools, and equipment.
  • Ensure adherence to all applicable municipal and fire codes, and obtain necessary permits.
  • Prepare recommendations for physical repairs, replacements, and supplies.
  • Utilize the HD Supply app for safety-related information and inspections.
  • Ensure adherence to all maintenance requirements of Eden Housing.
  • Maintain full occupancy by preparing and implementing marketing and advertising programs.
  • Manage the waiting list and assign units according to policy.
  • Supervise staff in the turnover of vacant rental units.
  • Review rental applications and leases for accuracy and compliance.
  • Conduct applicant interviews, verify income, and process deposits.
  • Perform background screenings on potential applicants.
  • Walk vacant apartments and properties to ensure readiness and good condition.
  • Supervise move-in and move-out procedures and complete security deposit refund paperwork.
  • Conduct marketing and public relations tours.
  • Prepare weekly Vacancy Reports, monthly Budget Variance Reports, and Management Overview Reports.
  • Attend meetings and activities to enhance community sense and public image.
  • Promote harmonious relations among residents, staff, vendors, and the community.
  • Maintain positive relationships with residents, being sensitive to diverse backgrounds and needs, and adhering to Fair Housing laws.
  • Develop a sense of community through positive interactions and activities.
  • Ensure timely and courteous response to resident requests and complaints.
  • Manage resident evictions in compliance with legal requirements.
  • Convene and chair resident meetings.
  • Assist in the preparation of Board Packets.
  • Coordinate with Resident Services to assist residents with social services needs.
  • Distribute and act on resident comment and evaluation forms.
  • Support resident organizations.
  • Represent properties to social service agencies and funding sources.
  • Ensure successful day-to-day financial management, collecting rents and other monies.
  • Process transactions accurately and timely in YARDI.
  • Supervise daily deposits of collected monies.
  • Review delinquent accounts and develop collection action plans.
  • Review property dashboards and prepare action plans for underperforming properties.
  • Compare lease information with rent roll monthly for accuracy.
  • Utilize purchase orders and perform payscan functions for vendor payments.
  • Review monthly income and expense statements and report issues.
  • Prepare the initial draft of the annual site budget.
  • Maintain compliance within the budget throughout the fiscal year.
  • Prepare monthly financial packages and review financials for the portfolio.
  • Prepare weekly Vacancy and Delinquency Reports and monthly Budget Variance Reports.
  • Complete and submit incident reports within 24 hours for review.
  • Adhere to all accounting and reporting procedures.
  • Supervise or complete resident files accurately and completely at move-in and recertification.
  • Ensure timely and accurate income recertification of all residents.
  • Process and maintain resident documents and forms, submitting files for compliance approval.
  • Ensure compliance with regulatory and financial partner requirements, submitting reports accurately and timely.
  • Prepare properties for inspections.
  • Interact with investors, funders, and agencies.
  • Coordinate and participate in site inspections by regulatory agencies and financial partners.
  • Manage day-to-day administration of property offices, including phone, mail, and resident inquiries.
  • Ensure office cleanliness, organization, and professional presentation.
  • Document and report all lease violations.
  • Ensure proper maintenance and storage of property files and records.
  • Ensure staff adherence to all Eden Housing systems, procedures, and formats.
  • Collect, analyze, and report statistical data on property status and needs.
  • Report property status via monthly dashboard and develop action plans for non-compliance.
  • Ensure prompt response to site emergencies, assigning staff as needed.
  • Post all required licenses, permits, and notices.
  • Attend trade association meetings and seminars.
  • Communicate and resolve problems or make recommendations for resolution.
  • Interview, hire, train, evaluate, motivate, discipline, and terminate staff.
  • Conduct performance evaluations and set staff goals.
  • Recommend promotions, salary adjustments, and disciplinary actions.
  • Determine staffing needs for maintenance jobs and utilize temporary personnel.
  • Interact effectively with Resident Services staff.
  • Review, approve, and submit employee timesheets.
  • Ensure appropriate staff development and training.
  • Mentor and train Community Managers.
  • Complete Workers Compensation reports for injured employees.
  • Ensure all staff adhere to fair housing laws.
  • Develop and maintain good staff working relationships, fostering teamwork and cooperation.
  • Ensure staff interacts professionally and respectfully with residents and each other.
  • Escalate issues to Property Supervisor and HR as needed.
  • Understand confidentiality and act in a leadership role.
  • Attend leadership classes and monthly meetings.
  • Conduct quarterly meetings with direct portfolio team members.
  • Ensure the housing program is maintained as directed by governing documents.
  • Provide direct assistance during after-hours emergencies.
  • Schedule and supervise fire alarm inspections and complete accompanying paperwork.
  • Conduct monthly staff meetings with safety as a standing item.
  • Perform other assigned tasks to ensure viable property operation.
