About The Position

The Community Jail Officer I performs basic security work in a community jail setting, ensuring prisoner welfare and compliance with all local and state policies, regulations, and laws. This role involves direct interaction with prisoners, including booking, searching, and monitoring their well-being, as well as representing the city/state in court proceedings. The Jail Officer II provides administrative assistance in the operation of the jail, including managing reports, training, ordering resources, and overseeing evidence control, in addition to performing basic security duties. Both roles require adherence to strict standards, including being a US citizen or resident alien intending to become a citizen, being at least 21 years old, having no felony or moral turpitude misdemeanor convictions, and passing a drug screen. The positions involve significant decision-making responsibilities that can impact public safety and carry potential liability for the City. External contact is frequent with the general public, government officials, and service personnel, and the working conditions include exposure to hazardous situations, irregular hours, holidays, overtime, and on-call status.

Requirements

  • Must be a citizen of the United States or a resident alien in the United States who intends to become a citizen of the United States.
  • Must be 21 years of age or older.
  • Must not have been convicted by a court of a crime: which is classified as a felony in this state or in the jurisdiction where it was committed, or a misdemeanor of moral turpitude, or which would prevent the legal ownership or possession of a firearm.
  • Must be of satisfactory moral character as evidenced through lack of moral offense record.
  • Ability to pass pre-employment drug screen.
  • Two years experience in work requiring public contact (Jail Officer I).
  • Two years of experience as a Jail Officer I or alternative Correctional Officer Experience with above satisfactory job reviews (Jail Officer II).
  • Some knowledge of Alaska Criminal Code and Alaska Administrative Code as it pertains to correction facilities (Jail Officer I).
  • Working knowledge of Alaska Criminal Code and Alaska Administrative Code as it pertains to correction facilities (Jail Officer II).
  • High School diploma or GED.
  • Valid driver license.
  • Graduation from a law enforcement or correction academy that meets the current standards of the Alaska Police Standards Council or graduation from a 120 hour Community Jail Officer training program (Jail Officer I).
  • Graduation from a law enforcement or correction academy that meets the current standards of the Alaska Police Standards Council or graduation from a 120 hour Community Jail Officer training program required (Jail Officer II).
  • Standard Red Cross first aid and CPR card.
  • 8 hour training course in blood borne pathogen awareness within 12 months of hire and annually thereafter.

Nice To Haves

  • Law enforcement or corrections experience desired (Jail Officer I).
  • Graduation from a 120 hour Community Jail Officer training program within 12 months of hire (Jail Officer I).

Responsibilities

  • Perform basic security work in a community jail setting.
  • Ensure prisoner welfare and compliance with all local and state policies, regulations, and laws.
  • Conduct duties in compliance with all local and state policies, regulations and laws.
  • Represent city/state at court arraignments and other initial proceedings.
  • Ensure all prisoners have been properly booked upon admission.
  • Fingerprint, photograph, search, and incarcerate all new prisoners.
  • Maintain prisoner records and ensure incarcerations are in accordance with court orders.
  • Maintain security of the jail by searching visitors, packages, cells, prisoners, etc.
  • Provide basic first aid to prisoners, including emergency first aid pending arrival of EMTs.
  • Dispense prisoner's daily medications as prescribed.
  • Monitor prisoners, serve prisoner meals, maintain security of the cell block, and accommodate prisoner needs.
  • Maintain detailed records of all prisoner contact and observation records of prisoner activities.
  • Enforce jail policies, procedures, and prisoner rules.
  • Investigate violations and prepare reports for supervisors.
  • Make and defend sentencing and bail recommendations to the presiding judge.
  • Transport prisoners for court appearances, transfers to other agencies, and medical or dental facilities.
  • Perform minor maintenance and repair of facilities and equipment, and routine ground maintenance.
  • Ensure general cleanliness in the jail, cell block area, booking room, kitchen, jail office, and vehicles.
  • Review all case files before arraignment.
  • Refer drivers licensing administration and probation violations to Police Officer for investigation.
  • Dispense prisoner money and personal property, maintaining accurate records.
  • Receive and process bail money and bonds.
  • Back up police officers at crime scenes/ongoing incidents as required.
  • Interface with numerous vendors including meal providers, laundry services, fire alarm system technicians, and contractors.
  • Provide administrative assistance in the operation of the jail (Jail Officer II).
  • Prepare and review statistical reports (Jail Officer II).
  • Prepare and review billings related to medical, food, transports, emergency guard hires, and operational supplies (Jail Officer II).
  • Order police and jail resources including office supplies, uniforms, and equipment (Jail Officer II).
  • Oversee the accountability and control of evidence being held at the Homer Police Department (Jail Officer II).
  • Ensure all evidence is properly packaged, labeled, and documented prior to admission into the Evidence Room (Jail Officer II).
  • Release and/or destroy evidence in accordance with applicable policy and procedures (Jail Officer II).
  • Maintain the Evidence Room in a secure, clean, and orderly state (Jail Officer II).
  • Recommend updates to policy and develop procedures for jail administration (Jail Officer II).
