About The Position

The Community Investments and Contracts Project and Program Manager (PPM II) is a journey-level professional role in King County’s Department of Community and Human Services, Adult Services Division. The position independently manages a portfolio of human services contracts and supports the development and implementation of procurements funded through the Veterans, Seniors, and Human Services Levy (VSHSL) and other department-administered resources. Assignments support one or both of ASD’s program and project management areas: Community Investments and Provider Supports, serving resilient communities and older adults and their caregivers; and Veterans Initiatives and Direct and Contracted Service Strategies, serving veterans, servicemembers, and their families. The role helps implement the VSHSL 2024–2029 Implementation Plan by stewarding public funds, supporting providers, monitoring performance and outcomes, and identifying ways to strengthen service delivery and reduce disparities. Work spans the service and contract lifecycle, including procurement development, contract execution, provider engagement, performance monitoring, impact analysis, and continuous improvement. The PPM II also supports ASD’s Voice of Provider and Voice of Community listening and learning efforts, connecting qualitative provider and community feedback with contract and program performance information. The position works independently and partners closely with PPM IIIs, PPM IVs, ASD Policy and Engagement leads, and other internal teams. The recruitment is intended to fill up to three Career Service positions and up to two Term-Limited Temporary positions, and may establish a candidate pool for additional openings. Non-Career Service appointments may be Special Duty Assignments or Term-Limited Temporary appointments anticipated to end three years after hire, subject to operational needs. The position is scheduled for 40 hours per week, Monday through Friday, 8 a.m. to 5 p.m. It is overtime-eligible with supervisory pre-approval. The position uses a hybrid work model, with onsite and telecommuting days based on business needs. The primary onsite location is the Chinook Building in Seattle. Employees must reside in Washington State within a reasonable distance of their King County worksite and maintain a reliable home workspace and internet connection. A County-issued laptop is provided. The position is designated Non-Mission Critical.
