About The Position

The Community Engagement Manager directs and oversees key programs such as the Family Self-Sufficiency (FSS) program, Homeownership Program (HOP), and AmeriCorps VISTA program, along with associated partnerships. This role involves developing, interpreting, and implementing program policies and procedures to ensure compliance with HUD requirements, CMHA policies, grant conditions, and contracts. The manager is responsible for administrative and operational aspects of these programs, including calendars, documentation systems, internal coordination, and process improvement. Additionally, the position involves staff leadership and development, building and maintaining relationships with various stakeholders, marketing and outreach to maximize program participation, managing budgets and grants, and collecting/reporting program data to evaluate effectiveness and identify best practices.

Requirements

  • Possession of a Bachelor's degree from an accredited college or university in social work, public administration, business administration, human services, nonprofit management, or a related field.
  • Five (5) years of related experience in resident services, public or assisted housing, HUD-funded programs, economic mobility, self-sufficiency programs, homeownership, program management, partnership development, grant or contract administration, or a related field.
  • Valid driver's license and must maintain insurability according to the Housing Authority's insurance policy.
  • Knowledge of resident services, community resources, public or assisted housing programs, and applicable CMHA policies and procedures.
  • Knowledge of program administration, documentation, data collection, reporting, customer service, and basic performance measurement practices.
  • Knowledge of Federal, state, and local laws and regulations applicable to public housing authorities and assigned program areas.
  • Knowledge of office practices and procedures; records management; confidentiality requirements; safety practices; and modern business communication practices.
  • Knowledge of supervisory principles and practices, including interviewing, training, assigning work, evaluating performance, recommending hiring decisions, and recommending corrective or disciplinary action.
  • Skill in customer service; listening; organization; planning; time management; written and verbal communication; meeting facilitation; and conflict resolution.
  • Skill in computer operation and use of modern office equipment and software, including Microsoft Office, SharePoint, and other applicable program or reporting systems.
  • Skill in information gathering, documentation, database entry, report preparation, and coordination with internal and external stakeholders.
  • Skill in coaching, mentoring, assigning work, monitoring results, providing feedback, supporting staff development, and documenting performance concerns.
  • Ability to interpret and apply written policies, procedures, regulations, and program requirements to specific situations.
  • Ability to define problems, collect data, establish facts, draw valid conclusions, and exercise appropriate judgment and discretion.
  • Ability to prepare correspondence, reports, outreach materials, meeting notes, resident communications, and other program documentation.
  • Ability to build and maintain effective working relationships with residents, CMHA staff, property managers, service providers, funders, vendors, and community stakeholders.
  • Ability to maintain accurate records, protect confidential information, manage multiple priorities, and meet deadlines.

Responsibilities

  • Directs and oversees the Family Self-Sufficiency (FSS) program, Homeownership Program (HOP), AmeriCorps VISTA program, and associated program partnerships.
  • Develops, interprets, and implements program policies, procedures, standard operating procedures, workflows, and internal controls.
  • Ensures assigned programs comply with HUD requirements, CMHA policies, grant conditions, contracts, and funding requirements.
  • Assumes administrative and operational responsibilities for assigned programs, including program calendars, documentation systems, internal coordination, and process improvement.
  • Supervises a Program Supervisor who oversees two Program Specialist-level positions, and supervises interns, AmeriCorps VISTA members, or other assigned staff as needed.
  • Hires, trains, schedules, evaluates, develops, coaches, and disciplines staff in accordance with agency policy and in consultation with Human Resources.
  • Establishes work plans, performance goals, professional development expectations, and accountability systems to ensure program success.
  • Builds and maintains relationships with CMHA property managers, HCV and property management staff, service providers, funders, employers, education and workforce partners, financial institutions, homeownership partners, and other community stakeholders.
  • Develops and manages partnerships that support FSS and HOP goals, including financial capability, employment advancement, education, savings, credit readiness, homeownership preparation, asset building, and related supportive services.
  • Coordinates with other Resident Initiatives team members to align program supports with resident needs and department goals.
  • Develops and implements marketing and outreach strategies to maximize participation in FSS, HOP, AmeriCorps VISTA, and related initiatives.
  • Coordinates with property managers, HCV staff, partner agencies, Communications staff, and internal departments to promote program opportunities.
  • Develops resident-facing materials, recruitment plans, informational sessions, and engagement strategies that increase enrollment, retention, and participant success.
  • Develops, monitors, and manages budgets for assigned programs, grants, contracts, partnerships, and participant supports.
  • Reviews expenditures, invoices, escrows or participant-related payments where applicable, deliverables, scopes of work, agreements, and contract performance to ensure compliance with funding requirements, procurement expectations, and program goals.
  • Supports grant applications, grant reporting, resource development, and resource allocation for assigned programs.
  • Collects, analyzes, and reports program data, participant progress, enrollment and completion metrics, outcome measures, partner deliverables, and operational indicators.
  • Develops and monitors KPIs and program outcomes; prepares reports for leadership, funders, HUD, partners, and other stakeholders.
  • Evaluates program effectiveness and researches best practices to improve program quality, resident participation, and impact.
