Director III: Texas Health and Human Services Commission (HHSC) Community Services (CS) department seeks a highly qualified candidate to fill the position of Community Care Services Eligibility (CCSE) Director III. This position reports directly to the Associate Commissioner for Community Care Services (CCS). The CCSE Director III oversees 696 Community Services regional staff and operations. Directly supervises seven Regional Directors over 11 Health and Human Services regions and is responsible for overseeing the Community Care Eligibility staff statewide. Responsible for State Office Program Operations. Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan, goals, and objectives of the office; managing interest lists for programs where the demand for services and support outweigh available resources to ensure program enrollment targets are met; develops policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinates and evaluates program activities; reviews and approves budgets for programs costing over $87 million; recommends and implements process improvements. Represents the agency at meetings and conferences, works with legislative office staff, stakeholders, other agency staff, consumers, their families and other interested parties. Staff employee personnel actions with Legal, HR and Civil Rights and recommends appropriate personnel actions in compliance with HHS HR policies. Participates in contract development, legislative appropriations request (LAR) development and bill analysis during legislative sessions. Conducts presentations for Executive Leadership. Works with other HHSC and CCS Directors, coordinates and collaborates with other HHSC program offices, including Medicaid Eligibility for People with Disabilities (MEPD), Budget Operations and Cross Divisional offices. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
