About The Position

The Communications & Health Education Supervisor supervises the Communications Unit within the North Carolina Public Health Preparedness and Response Branch and supports statewide public health emergency communication efforts. The role manages the development and coordination of unified public health emergency risk messaging, education materials, and communication strategies. It oversees the creation, maintenance, and operation of information and communications platforms used during routine and emergency response activities. This position requires responsiveness to after-hours recall and occasional overnight travel to meet operational needs. The Communications & Health Education Supervisor also includes direct supervision of one Health Educator.

Requirements

  • Associate's degree in electronics from an appropriately accredited institution and three (3) years of progressive experience in the repair and maintenance of complex electronic systems including some responsibility for the design of electronic apparatus OR An equivalent combination of training and experience.
  • May require appropriate licensure by the governing board or commission.

  • Demonstrated experience planning, writing, and editing publications, including producing materials for public distribution across varied communication platforms.
  • Documented experience disseminating timely and accurate information to the public using multiple media channels, including social media, web tools, and other digital platforms.
  • Proven experience planning and managing a public information program, with measurable responsibility for coordinating unified messaging and supporting organizational communication initiatives.
  • Hands-on experience supervising staff, including assigning work, reviewing communication materials, and supporting performance development, at a level equivalent to at least two years of supervisory responsibilities.
  • Established experience applying journalistic and communication principles to develop, review, and refine information products, including analyzing and editing content prepared by others to ensure accuracy and clarity.

Responsibilities

  • Supervises daily operations and strategic direction of the Communications Unit to support division-wide public health preparedness activities.
  • Develops, coordinates, and delivers unified risk communication and public health emergency messaging for diverse audiences.
  • Oversees planning, development, and maintenance of communications platforms used for emergency response and routine information dissemination.
  • Produces and reviews public-facing communication materials to ensure accuracy, consistency, and adherence to established standards.
  • Coordinates emergency communication activities during after-hours recall, including rapid message development and dissemination.
  • Provides supervisory leadership to one Health Educator, including workload coordination, performance feedback, and professional development support.
  • Ensures communication workflows and tools remain functional, updated, and aligned with emergency management requirements.
  • Collaborates with internal and external partners to support integrated public information activities during public health incidents.
  • Monitors communication processes for quality, accuracy, and timeliness, implementing improvements as needed.
  • Supports readiness and operational communication capabilities through participation in planning, exercises, and response activities.
