About The Position

The DoDIN Enterprise Foundations Department is looking for an experienced communications engineer to contribute to MITRE’s support to DISA’s NLCC Project. Staff will work with sponsor to develop, analyze, test, and evaluate communications systems that support senior national leaders. Requirements

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree in Electrical Engineer or related field; or 6 years and a Master’s degree; or PhD with 3 years’ experience; or equivalent combination of related education and work experience.
  • Experience in areas such as DoD and National Senior Leader Communications, DoD Continuity of Operations, Continuity of Government, Nuclear Command, Control, and Communications, or National and DoD Policies and Directives related to the identified domains.
  • Ability to interact and communicate effectively with government leadership and classified mission partners.
  • Proficiency in written communications skills. Must work collaboratively within a team, provide senior level leadership and guidance, and be capable of identifying, prioritizing, and solving difficult problems.
  • Active Top Secret clearance with the ability to obtain and maintain a TS/SCI clearance.
  • U.S. Citizenship required

Nice To Haves

  • MS in EE or Systems Engineering (SE) or equivalent and 8 years of related experience in DoD and National Senior Leader Communications, DoD Continuity of Operations, Continuity of Government, Nuclear Command, Control, and Communications, or National and DoD Policies and Directives related to the identified domains.
  • Demonstrated experience with DoD Joint Capabilities Integration and Development System (JCIDS), Defense Acquisitions System (DAS) and Planning, Programming, Budgeting & Execution Process (PPBE) processes.
  • Basic understanding of portfolio management; classified DoD entities; communications and IT infrastructure; integration of operations and logistics across DoD entities; security implications of interagency agreements.
  • Excellent interpersonal and communications skills for interaction with customers, project leaders, team members, and other government agencies. Must have the ability to coordinate across teams and with representatives from a wide-range of organizations including government, commercial, and international.
  • Active TS/SCI clearance.

Responsibilities

  • Provide long-term, sponsor facing trusted-advisor support to the development, fielding, sustainment and operational employment of the classified NLCC services and infrastructures.
  • Knowledge of NLCC communication system architectures, including RF, IP-based networks, SATCOM, transport systems, or voice/data communications.
  • Experience troubleshooting complex hardware/software/system integration issues in lab, field, or operational environments.
  • Ability to support modernization, recapitalization, or sustainment efforts for highly reliable and resilient communications systems.
  • Advise and assist government leadership with the business and financial support efforts and work closely with the technical, operational, and security efforts required to support these functions.
  • Assist the sponsor in his/her role of managing a portfolio of legacy and new start communications/IT systems and services to include overseeing and/or participating in technical and operational assessments.
  • Collaborate with mission stakeholders, assess requirements and identify gaps. Develop and recommend near-term mitigations and/or long-term strategies for requirements gaps and/or acquisitions and operational issues.
  • Participate in the development of technically informed policies and guidance.
  • Experience working in a multidisciplinary team environment with program management, engineering, operations, and customer stakeholders.
  • Lead and/or participate in root-cause analyses (and other analyses) of communications failures impacting the classified mission areas to include follow on actions designed to mitigate future failures.
