About The Position

FusionIRX is seeking a senior-level IT/Telecom Network Subject Matter Expert to support the Commissioning Team on a large-scale, high-tech memory manufacturing facility in Boise, Idaho. The contractor will provide technical leadership and commissioning expertise for information technology, telecommunications, structured cabling, network infrastructure, and related low-voltage systems. The role calls for significant experience supporting the design, installation, testing, commissioning, integration, and turnover of complex network systems in semiconductor, advanced manufacturing, mission-critical, data-center, pharmaceutical, or similarly sophisticated environments. The IT/Telecom Network SME will serve as a technical authority and trusted advisor to the commissioning team, owner, contractors, design professionals, vendors, and operations stakeholders. The position helps ensure that systems are installed correctly, thoroughly tested, properly documented, integrated with related facility systems, and ready for reliable operation at turnover. The work includes commissioning planning and execution, field verification and quality oversight, testing, interface coordination, cybersecurity and network readiness, and documentation and closeout. FusionIRX provides Owner’s Representative and General Contractor support for complex, large-scale construction programs, with capabilities in quality assurance and control, commissioning, construction management, and virtual design capture. Its projects include semiconductor, alternative-energy, data-center, pharmaceutical, electric-vehicle manufacturing, and advanced industrial-manufacturing sectors.

Requirements

  • Ten or more years of progressively responsible experience in IT, telecommunications, network infrastructure, structured cabling, or related technical systems.
  • Extensive experience with complex construction, installation, testing, startup, commissioning, or system-turnover activities.
  • Demonstrated subject-matter expertise in enterprise network and telecommunications infrastructure.
  • Experience working on semiconductor fabrication facilities, high-tech manufacturing sites, data centers, mission-critical facilities, pharmaceutical facilities, industrial plants, or similarly complex projects.
  • Strong knowledge of network architecture, structured cabling, fiber optics, copper systems, telecommunications spaces, network equipment, grounding, redundancy, and system integration.
  • Proven ability to review technical drawings, specifications, submittals, test procedures, and commissioning documentation.
  • Experience witnessing, evaluating, and documenting system testing.
  • Ability to identify complex technical issues and provide practical, defensible solutions.
  • Strong understanding of construction sequencing, system completion, turnover, and operational-readiness processes.
  • Excellent written and verbal communication skills and ability to communicate effectively with executives, engineers, contractors, technicians, vendors, commissioning personnel, and owner representatives.
  • Strong organizational, documentation, and issue-management skills.
  • Ability to manage multiple priorities in a fast-paced, schedule-driven project environment.
  • Willingness and ability to work full-time on-site in Boise, Idaho.
  • Professional integrity, technical credibility, sound independent judgment, collaboration, accountability, and commitment to quality, safety, documentation, and confidentiality.

Nice To Haves

  • Fifteen or more years of relevant IT/telecom or network-infrastructure experience.
  • Direct commissioning experience on semiconductor fabrication or advanced memory-manufacturing projects.
  • Experience with large-scale cleanroom, process-support, central-utility, or mission-critical environments.
  • Experience supporting phased turnover, startup, and production-readiness activities.
  • Knowledge of applicable standards and best practices, including BICSI, TIA, ANSI, IEEE, NFPA, NEC, and owner-specific network standards.
  • Experience with Procore, Autodesk Construction Cloud, Bluebeam, SharePoint, CxAlloy, or similar construction and commissioning platforms.
  • Relevant professional certifications, such as Registered Communications Distribution Designer, BICSI credentials, Cisco certifications, CompTIA Network+ or Security+, Project Management Professional, Certified Commissioning Professional, or other advanced network, cybersecurity, telecommunications, or commissioning credentials.

Responsibilities

  • Serve as the Commissioning Team’s principal technical authority for IT, telecommunications, structured cabling, and network infrastructure.
  • Provide expert guidance throughout construction, installation, testing, commissioning, turnover, and operational-readiness activities.
  • Review project requirements, design documents, specifications, drawings, submittals, network and riser diagrams, equipment schedules, and control narratives.
  • Evaluate system designs and installation approaches for functionality, constructability, maintainability, reliability, scalability, and compliance with owner requirements.
  • Identify technical risks, design gaps, coordination conflicts, installation deficiencies, and complex network or telecommunications issues; recommend solutions and support risk mitigation.
  • Provide commissioning oversight and subject-matter expertise for network infrastructure, cabling, telecommunications spaces, network equipment, wireless, voice, data-center connectivity, OT interfaces, facility-system interfaces, monitoring, power, grounding, redundancy, and carrier connections.
  • Develop, review, and support implementation of commissioning plans, procedures, checklists, test scripts, and acceptance criteria.
  • Confirm commissioning requirements align with owner project requirements, basis-of-design documents, specifications, applicable standards, and approved submittals.
  • Participate in commissioning planning, design and constructability reviews, installation-readiness reviews, and system-turnover discussions.
  • Set commissioning priorities and coordinate activities with construction management, quality assurance, electrical, controls, security, life safety, facilities, manufacturing, and operations teams.
  • Review system boundaries, interface requirements, testing prerequisites, turnover responsibilities, schedules, trackers, completion matrices, and status reports.
  • Conduct field inspections and system walkdowns to verify installation quality and compliance, including equipment, cabling, labeling, routing, terminations, grounding, bonding, clearances, access, and environmental requirements.
  • Verify telecommunications rooms and spaces are complete, secure, clean, conditioned, powered, grounded, and ready for equipment installation or startup.
  • Review installation records, inspection reports, cable-test reports, equipment certifications, and quality documentation; identify deficiencies and track corrective actions through closure.
  • Witness and evaluate vendor, contractor, and integrator testing, including fiber-optic and copper-cabling tests, network configuration, connectivity, redundancy, failover, monitoring, and alarms.
  • Support end-to-end verification of network pathways, devices, interfaces, and connected systems, including resilience, backup power, recovery, and fault-response functions where required.
  • Evaluate test results, coordinate troubleshooting, confirm deficiencies are retested and closed, and maintain records of tests, findings, corrective actions, and acceptance status.
  • Coordinate IT/telecom interfaces with electrical power, controls, building automation, process systems, security, fire alarm, life safety, and facility-management systems.
  • Coordinate enterprise IT and operational technology stakeholders; review interface documents, addressing requirements, protocols, port assignments, and connectivity responsibilities.
  • Identify scope gaps and conflicting responsibilities, help resolve integration issues, and confirm integrated systems operate as intended under normal, abnormal, and failure conditions.
  • Coordinate with owner IT and cybersecurity teams to support project security requirements and verify approved network equipment, configurations, access controls, and documentation.
  • Support validation of network segmentation, device access, secure remote connectivity, and system-hardening requirements; ensure default credentials, unauthorized connections, temporary devices, and unsecured access points are addressed before turnover.
  • Identify and escalate cybersecurity commissioning risks while maintaining confidentiality of network designs, configurations, security requirements, and facility information.
  • Review commissioning records, test reports, deficiency logs, inspection reports, redline drawings, and final documentation.
