About The Position

The Command and Control (C2) – Information Management (IM) Knowledge Management (KM) position reports to and receives work direction derivatives from MSTP Project Manager. This role involves designing Information and Knowledge Management Plans for simulation driven and scripted exercises, identifying Information Exchange Requirements, and developing the Higher and Adjacent Headquarters Information Management Plan. The position requires understanding C2 systems, planning their integration, and developing policy on collaborative tools. It also involves managing KM processes, collaborating with security personnel, and assisting in exercise planning and execution. The role requires applying knowledge of Marine Corps and joint planning processes, preparing reports, participating in reviews, and adjusting work hours to support 24/7 operations. Contribution to Marine Corps and joint doctrine, TTPs, and best-practice publications is also expected.

Requirements

  • Bachelor’s degree is required (information systems, operations research, management, military science, or equivalent area desired).
  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required.
  • Minimum eight years of operational experience in deployment and employment of ground combat, aviation, supporting arms, or combat service support units, related equipment and C2 methods and systems at the Higher Headquarters level.
  • Minimum three years of training and education experience in military doctrine, tactics, or planning.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English.
  • Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
  • Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems.
  • A Secret security clearance is required for this position.
  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver’s license, current automobile insurance, and a driving record that is acceptable to the company’s auto insurance provider.

  • Familiarity with SharePoint and C2PC is desired.

Responsibilities

  • Collaborate with military and contractor personnel to design Information and Knowledge Management Plans for simulation driven and scripted exercises.
  • Identify Information Exchange Requirements and develop the Higher and Adjacent Headquarters Information Management Plan in support of MAGTF level exercises.
  • Understand the capabilities of C2 systems and plan their integration as a C2 architecture.
  • Develop policy on collaborative tools for information dissemination and author applicable chapters and enclosures to Exercise Agreements and Planning Books, as well as KM architecture, battle rhythms, and information-sharing workflows to support decision-making and operational synchronization across headquarters.
  • Manage KM processes and collaborative environments to organize, track, archive, and disseminate operational information, lessons learned, CCIRs, and exercise products.
  • Collaborate with Security Managers and Foreign Disclosure Officers to develop IM Plans and apply derivative classification guidance in the development of classified products.
  • Assist MSTP IMA Detachment in exercise planning, preparation, systems training, role-playing and execution of the Higher and Adjacent Headquarters IM Plan.
  • Apply knowledge of the Marine Corps and joint/combined Planning Process and related doctrine to lead the creation of scenario-based orders, directives and policy.
  • Prepare reports, briefs, and documents to support scenario development HQ functions, as well as analyze problem areas and collaborate on feasible solutions.
  • Participate in and conduct reviews, walk-throughs, and assessments of events, operation orders and plans, and information gathering requirements, as well as provide input in Final After Action Reviews and attend on and off-site conferences and lead working groups.
  • Adjusts work hours and billet functions as needed to support 24/7 exercise operations.
  • Contribute to Marine Corps and joint doctrine, TTPs, and best-practice publications.
