About The Position

Inframark's Operations and Maintenance team is seeking a Collections Systems Supervisor for its Fall River, MA plant. This role is crucial for ensuring the safe, reliable, efficient, and compliant operation and maintenance of the sanitary sewer collection system, stormwater collection system, combined sewer overflow (CSO) facilities, pumping stations, lift stations, flood control facilities, and associated municipal infrastructure. The supervisor will be responsible for the day-to-day supervision of collection system personnel, coordinating field operations, scheduling maintenance, overseeing emergency response, managing work orders, ensuring regulatory compliance, and fulfilling contractual obligations with the City of Fall River. Working under the Collection System Manager, this role involves assisting with departmental planning, personnel development, budgeting, and operational objectives. The supervisor may also be required to assist other personnel and departments during emergencies and various operational activities.

Requirements

  • High school diploma or GED required.
  • Minimum of five (5) years of progressively responsible experience in wastewater collection systems, utilities, public works, underground construction, or related field.
  • Valid driver's license with an acceptable driving record.

Nice To Haves

  • Associate's degree in Environmental Science, Civil Engineering Technology, Construction Management, Public Works, Wastewater Technology, or related field preferred.
  • Minimum of two (2) years of supervisory or lead experience preferred.
  • Experience supervising union personnel preferred.
  • Experience coordinating emergency response activities preferred.
  • Massachusetts Collection System Operator Certification preferred.
  • Valid Class B CDL with appropriate endorsements preferred.
  • Massachusetts Hoisting License preferred.
  • Additional certifications related to wastewater collection systems, safety, utility operations, or public works are desirable.
  • Extensive knowledge of wastewater collection systems, pump stations, stormwater systems, CSO facilities, underground utilities, and municipal infrastructure.
  • Thorough knowledge of collection system maintenance, CCTV inspections, sewer cleaning, bypass pumping, asset management, and CMMS.
  • Knowledge of OSHA regulations, EPA regulations, MassDEP requirements, Dig Safe laws, and municipal utility operations.
  • Strong leadership, employee development, conflict resolution, and decision-making skills.
  • Excellent planning, scheduling, organizational, budgeting, and communication abilities.
  • Ability to interpret engineering drawings, utility maps, specifications, and technical manuals.
  • Ability to manage multiple priorities while responding effectively to emergencies.

Responsibilities

  • Supervises, schedules, assigns, and evaluates the daily work of Collection System personnel including sewer cleaning, jetting, vacuuming, bypass pumping, CCTV inspections, catch basin cleaning, sewer repairs, manhole rehabilitation, and emergency response activities.
  • Oversees confined space entry, excavation safety, trench protection, traffic control, lockout/tagout, fall protection, and other safety programs.
  • Coordinates Dig Safe notifications, utility mark-outs, traffic control, police details, contractor coordination, and customer service requests.
  • Coordinates emergency repairs, emergency responses, and planned collection system maintenance projects.
  • Oversees inventory control, equipment availability, and purchasing requests related to collection system operations.
  • Oversees the Computerized Maintenance Management System (CMMS) for collection system assets.
  • Reviews work orders for completeness, accuracy, and timely completion.
  • Establishes preventive maintenance schedules and equipment histories.
  • Provides leadership, coaching, mentoring, and technical guidance to assigned personnel.
  • Conducts employee performance evaluations, coaching sessions, disciplinary actions, and employee development activities in accordance with Company policies and the Collective Bargaining Agreement.
  • Participates in hiring, interviewing, onboarding, promotions, and employee training.
  • Ensures adequate staffing for routine maintenance, emergency response, weather events, and on-call assignments.
  • Reviews employee time records and operational documentation.
  • Coordinates collection system activities necessary to fulfill the Company's contractual obligations with the City of Fall River.
  • Assists other City departments during emergencies, weather events, public works activities, infrastructure projects, and municipal support operations.
  • Participates in snow removal operations, storm response, traffic control, and other municipal support activities as assigned.
  • Assists the Collection System Manager with planning collection system rehabilitation and capital improvement projects.
  • Monitors expenditures and recommends cost-effective operational improvements.
  • Prepares reports, presentations, operational summaries, and performance metrics.
  • Demonstrates a positive, professional, and cooperative attitude while performing assigned duties.

  • Maintains productive working relationships with coworkers, contractors, City personnel, regulatory agencies, vendors, and the public.
