The Collection Operations Manager will collaborate with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated. This role involves applying intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products. The manager will collaborate across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer. Additionally, the role requires working with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements, executing collection plans and strategies to generate reliable intelligence relevant to consumer needs, and managing large amounts of data. This includes ensuring data consistency, producing visualizations, and developing models to report findings. The manager will also assist with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performance. Producing feedback of findings, identifying collection gaps, related trends, and opportunities, assessing collection options, testing assumptions, and producing judgments, recommendations, and solutions to refine collection are key aspects of this position. The role also involves producing analyses identifying gaps in collections methods, and modeling future intelligence collection scenarios. Finally, the manager will conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes for various HUMINT and technical intelligence operations.
