About The Position

Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. VNE also develops training courses and tools to prepare warfighters to effectively employ tactical intelligence systems and provide management guidance to the Government organizations that develop these systems. This role applies intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products. It collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer. It evaluates the efficiency and effectiveness of multi-INT collection against requirements; and the execution of collection plans and strategies to generate reliable and valid intelligence to customers. It assesses the value of collected intelligence versus the customers’ need(s) and decision making. It uses statistical, algorithmic, mining and visualization techniques to find and interpret ISR data sources. It manages large amounts of data, ensures data consistency, produces visualizations and develops models to report findings. It assists developing methods and criteria to evaluate whether collection requirements been satisfied, using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), responses to collection plans and strategies, and others, and produces feedback of findings. It identifies collection gaps, related trends and opportunities; assesses collection options, tests assumptions, and produces judgements, recommendations and solutions to refine collection. It produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.

Requirements

TS/SCI Cleared Collection Manager Senior Level
Master’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor’s degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master’s degree
Demonstrates in-depth knowledge and understanding of the labor category activities required to meet mission requirements.

Demonstrates proficiency conducting statistics and using statistical packages such as, but not limited to, Matlab, SPSS, SAS, S-PLUS, or R.
Graduate of an in-residence DoD / IC collection management TS/SCI level Clearance required.
Must be able to obtain CI Polygraph.
