About The Position

Raw intelligence is only as valuable as the reporting that gets it into the right hands. Peraton is looking for a Collection Manager specializing in Reports Officer functions to keep USCYBERCOM J2X's intelligence reporting pipeline running with precision at Fort Meade, MD. In this role, you'll own the process that takes raw, unevaluated intelligence information and transforms it into properly reviewed, coordinated, and disseminated reports that meet the command's reporting obligations and oversight requirements. You'll track metrics, enforce SOPs, manage databases, and keep senior leaders informed on policy developments that affect dissemination and source management. This is a process-critical role for professionals who understand that the quality of intelligence reporting is just as important as the quality of the intelligence itself.

Requirements

  • Active Top Secret/SCI (TS/SCI) clearance with Polygraph
  • Minimum of 12 years w/o a degree or 10 years with AS/AA or 8 years with BS/BA or 6 years with MS/MA or 3 years with PhD
  • Graduate of an in-residence DoD/IC Collection Management course or Desk Officer course
  • Working knowledge of HUMINT reporting processes, compliance requirements, and IC/DoD classification guidelines
  • Demonstrated proficiency conducting statistical analysis and using statistical packages
  • Ability to manage large amounts of data, ensure data consistency, and manipulate data across numerous databases
  • Strong verbal and written communication skills
  • 12+ years of relevant experience, including work within the last 2 years

Nice To Haves

  • Proficiency with Excel, Access, and classified database tables in an intelligence reporting context
  • Background in HUMINT reports officer functions, source management, or intelligence compliance
  • Experience with DoD/IC collection management systems and reporting vehicles
  • Familiarity with USCYBERCOM J2X reporting requirements and oversight frameworks
  • Knowledge of DoD HUMINT collection authorities and intelligence oversight policies
  • Master's degree in a related field — or a Bachelor's degree plus 5 additional years of senior-level experience (17 years total)

Responsibilities

  • Process and publish raw, unevaluated intelligence information reports ensuring full compliance with oversight policies
  • Review, edit, coordinate, and submit Intelligence Information Reports (IIRs) for release
  • Track and maintain J2X reporting metrics; prepare and present formal intelligence reporting metric briefings to command and senior leadership
  • Keep senior leaders and individual collectors apprised of significant developments in policy as applied to dissemination and source management
  • Establish, maintain, and enforce standard operating procedures (SOPs) for collection, reporting, and source management
  • Consolidate relevant, actionable intelligence reporting into IIR format to meet Command reporting obligations
  • Manipulate and maintain data across numerous databases using Excel, Access, and classified database tables, ensuring data consistency throughout
  • Compile monthly collection operations management statistics and reporting
  • Author and maintain Operating Instructions (OIs) for Command-wide programs and initiatives
