About The Position

Performs professional field and administrative work to prevent, detect, and enforce violations of Spokane County Code Chapter 6.13 (Nuisances), and related ordinances and regulations. Duties include responding to complaints and inquiries; conducting on site inspections; documenting violations; advising responsible parties of corrective actions; pursuing civil and administrative remedies, including those that require contracting with third parties; and preparing cases for hearings or court. Work involves regular public contact including difficult or hostile situations and is performed under the general direction of Building & Code Enforcement leadership.

Requirements

  • Two years of experience involving direct public contact, inspection or investigation work, regulatory enforcement, or similar responsibilities.
  • Two years of college (90 quarter/60 semester credits) in planning, engineering, architecture, public administration, criminal justice, or a related field may substitute for the experience requirement.
  • Candidates who have an equivalent combination of education, training, and experience that demonstrates the ability to perform the essential job functions may also be considered.
  • Valid driver’s license or reliable transportation method as provided by incumbent at time of hire and throughout employment.
  • Ability to obtain American Association of Code Enforcement (AACE) certifications — Property Maintenance & Housing Inspector and Zoning Enforcement Officer — within one year of hire.
  • Knowledge of Spokane County Code Chapter 6.13 (Nuisances), including definitions, enforcement authority, voluntary compliance processes, notices, abatement procedures, civil infractions, liens, and cost recovery.
  • Knowledge of nuisance, zoning, subdivision, shoreline, signs, property maintenance, dangerous buildings, right‑of‑way obstructions, vehicles, and related regulatory frameworks.
  • Knowledge of investigation methods, documentation standards, and digital recordkeeping used in code enforcement.
  • Knowledge of principles of community engagement, conflict resolution, mediation, and public communication.
  • Skill in interacting tactfully and firmly with the public; using sound judgment, impartiality, and de‑escalation when needed.
  • Skill in preparing concise written reports and presenting information clearly in meetings, hearings, and community settings.
  • Skill in operating computers, mobile devices, case‑management systems, and standard office software.
  • Ability to read and interpret plans, maps, permits, regulations, and applicable ordinances.
  • Ability to organize and manage multiple cases independently; make decisions within established policies.
  • Ability to establish and maintain effective working relationships with coworkers, agencies, community groups, and the public.

Responsibilities

  • Receive, investigate, and resolve complaints alleging County code violations; conduct on‑site inspections of properties and rights‑of‑way to determine compliance.
  • Issue and manage Notices of Nuisance Violation, including describing violations, citing relevant County Code sections, and establishing deadlines for voluntary abatement.
  • Secure voluntary compliance through communication, education, and formal abatement agreements; draft agreement terms, timelines, and inspection conditions, and monitor progress.
  • Issue civil infractions when permitted, including in emergencies, repeat violations, chronic nuisance cases, uncooperative respondents, or violations that cannot be corrected.
  • Pursue administrative and civil remedies, including issuing Class 1 civil infractions, preparing case documentation, maintaining evidentiary records, providing depositions, and testifying in administrative hearings or court.
  • Refer cases to the Prosecuting Attorney for legal action such as warrants of abatement, injunctive relief, cost recovery, liens, and receivership processes.
  • Coordinate with other County departments, outside agencies, and law enforcement in complex or cross‑jurisdictional cases.
  • Conduct community outreach and education through neighborhood councils, public meetings, and engagement programs to help the public understand code requirements and compliance pathways.
  • Apply de‑escalation techniques and maintain professionalism during interactions with upset or hostile individuals.
  • Coordinate contractors, document conditions and supervise sites.
  • Operate County vehicles, mobile devices, and case‑management software to document inspections, notices, correspondence, and compliance actions.
  • Prepare clear, concise reports, correspondence, notices, and digital records; communicate code requirements, enforcement procedures, and case status to the public and partner agencies.
  • Support and participate in County abatement actions, including summary abatement of immediate threats to public health, safety, or the environment.
  • Assist in cost recovery and lien processes for County abatement actions, including minimum administration fees and special assessments.
  • Monitor hiring, training, scheduling, assignment and performance of Code Enforcement employees.
  • Investigate grievances involving subordinates and recommend resolution; recommend hiring, promotional and disciplinary actions; approve leave requests and overtime; assure adequate coverage during staff absences.
