About The Position

The City of Bend is accepting applications for one (1) regular, full-time Code Enforcement Officer III in the Code Enforcement Division of the Community Development Department. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA). The City may use this job posting to create an eligibility list for future hiring purposes. Code Enforcement works at the intersection of public service and problem-solving, partnering with residents, businesses, and internal teams to address concerns and support well-maintained, thriving neighborhoods. Join the City of Bend’s Code Enforcement program as an Officer III, where you’ll work on a wide range of cases with increasing complexity and independence. In this role, you’ll be out in the community responding to concerns, conducting inspections, and working collaboratively with property owners to achieve compliance. You’ll also have the opportunity to take on more advanced work, including abatements, legal case preparation, and coordination with other City departments. Requirements

Bachelor’s Degree; AND Four years of Public Relations, Law Enforcement or Public Administration experience; AND Four years of relevant code or law enforcement experience; OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Incident Command System (ICS) 100 & 200 certifications
FEMA IS-700 Advanced Certification
Certification from Oregon Code Enforcement Association (prior to employment or promotion)
Professional Certification from Oregon Code Enforcement Association (w/in 1 year of appointment)
One of the following International Code Council or Oregon certifications: Fire Inspector I, Zoning Inspector, One & two family structural code, Property and Maintenance Code

Nice To Haves

Experience handling high-volume caseloads independently
Wildland Urban Interface and defensible space knowledge
Strong background in land use, nuisance and building regulations
Experience with abatements, administrative warrants or high-level enforcement actions
Court and/or legal experience
Demonstrated public facing experience in difficult or high conflict situations
Experience working collaboratively across department or with outside agencies

Responsibilities

Respond to community complaints and concerns about property issues.
Inspect properties to check for code compliance and identify violations.
Work directly with property owners and residents to explain requirements and find solutions.
Follow up on cases to ensure issues are corrected and brought into compliance.
Prepare and send notices, warnings, and citations when needed.
Handle more complex or sensitive cases that require independent judgment.
Coordinate with other City departments on shared issues or difficult cases.
Document case activity, inspections, and outcomes in tracking systems.
Prepare cases for court and testify when enforcement escalates.
Help educate the community about codes, standards, and expectations.
