About The Position

This position involves performing housing inspection work, including assessing rental units according to the "Comprehensive Rental Inspection Code." The role requires preparing correspondence, records, and reports, and coordinating inspections with other City Inspectors. The Inspector will enforce the International Property Maintenance Code and Housing Quality Standards requirements. The position also includes performing duties of a Code Enforcement Inspector I, making reports on field inspections, obtaining evidence, and preparing reports of violations of the Flint City Code related to licenses, nuisances, and enforcement activities assigned to the Building and Safety Inspections Division. The role requires appearing in court as a witness for these violations. Additionally, the Inspector will conduct inspections related to surface water, garbage, and fires, and perform office duties and maintain records as directed. The position involves investigating complaints and violations, informing owners of violations, issuing violation notices, and conducting re-inspections to ensure corrections are made within the prescribed time. The Inspector will prepare and serve appearance tickets, violation notices, and execute inspection warrants. Assistance will be provided in preparing forms, building code appeals, and other documents for the Building and Safety Inspections Division. The role includes providing information to owners, contractors, and the public regarding the municipal housing code and related ordinances. Compliance with HUD rules and regulations is essential, and all phases of the rehabilitation process will be monitored. Cases requiring legal proceedings for code violations will be reviewed with a supervisor, and in cases of serious violations, immediate action may be taken to remove occupants from residences. With assistance from outside agencies, the Inspector will take steps to temporarily relocate and provide proper custody and care for displaced persons. Record-keeping of inspections and periodic and special reports, such as detailed cost estimates, floor plans, and other documentation, are required.

Requirements

  • Five (5) years full-time experience as a Code Enforcement Officer
  • Considerable knowledge of all types of building construction and of the standard practices, materials, and tools used in building construction.
  • Familiarity with state and municipal building laws, codes and related ordinances.
  • Ability to enforce necessary regulations with firmness and tactfulness.
  • Ability to prepare written reports and maintain records.
  • Knowledge of HUD rules and regulations related to Housing Quality Standards (HQS)
  • Ability to plan, write specifications and develop cost estimates for housing rehabilitation work.
  • Ability to effectively meet and deal with owners/tenants, government officials, insurance agents, and others involved in rehabilitation and modernization work.
  • Possession of a valid Michigan Driver's License.
  • Eligibility to work in the United States.

Responsibilities
