About The Position

The Child First Program Director is responsible for the direction and management of all Child First program and clinical operations at PHMC. The Program Director engages in clinical reflective supervision with up to four Child First Clinical Teams (each made up of a Family Resource Partner and a Mental Health and Developmental Clinician) who are conducting Child First’s home-based therapeutic intervention. The Program Director works very closely with the Child First State Clinical Director to ensure fidelity to the Child First model and optimal outcomes for families. In addition, the Clinical Supervisor serves as a liaison to community-based providers serving young children and families and to the local early childhood collaborative. Reports to the Senior Director of Community Mental Health.

Requirements

  • Minimum of two years’ experience providing clinical supervision in child welfare, mental health, or prevention programs required.
  • Experience in direct application and supervision of family therapy, cognitive behavioral therapy, behavior modification, family systems, and clinical case management.
  • Ability to utilize and facilitate a collaborative, team-oriented approach.
  • Knowledge and understanding of early childhood development, CASSP Principles, social/ecological theory and application, family systems theory and application, cognitive-behavioral theory and clinical application, and child and family development.
  • Crisis intervention and management.
  • Knowledge of current DSM.
  • Basic knowledge/understanding of common psychotropic medications.
  • Experience working with and supervising diverse populations.
  • Ability to effectively communicate verbally and in writing to diverse audiences and in diverse venues.
  • Ability to hire and develop a caliber staff capable of providing high-quality services, accountable to job responsibilities, and motivated to achieve high performance.
  • Strong computer skills in all Microsoft Office applications, including data management skills.
  • Project management skills and the ability to resolve complex problems and issues, implement program policy and procedures, and manage time effectively
  • Valid Child Abuse, PA Criminal Record Check, FBI Clearance, and Medical Clearance, as well as any other clearances required by contract or agency policy.

  • PA Licensed Clinical Social Worker, Marriage and Family Therapist, Professional Counselor, or Psychologist preferred.

Responsibilities

  • Provide Child First group reflective supervision and case conference meetings on a weekly basis, using videotape as appropriate.
  • Provide weekly reflective supervision with each Clinician, Family Resource Coordinator, and Clinical Team.
  • Maintain an “open door” policy for staff supervision, consultation, and support, as needed.
  • Review progress notes, formulations, and clinical diagnoses for all children and families.
  • Review and sign all Child and Family Plans of Care (Treatment Plans).
  • Build and maintain cohesive, supportive, reflective, respectful relationships among staff.
  • Review all process data monthly with staff and discuss areas for improvement, and respond to clinical areas of need with specific training for staff.
  • Ensure the provision of clinically sound, ethically implemented interventions from the Child First teams they supervise.
  • Monitor and track submission of paperwork (case notes, treatment plans, discharge summaries, assessments and screening tools, etc.) and review for regulation adherence, clinical integrity, and timeliness of submission.
  • Hold staff accountable to policies and practices of the program, agency, and licensing/overseeing bodies.
  • Assist the Program Director in the recruitment and training of new employees.
  • Provide direct and indirect support and supervision to staff in the field as needed.
  • Be available for crisis management and support for the teams supervised.
  • Provide on-call services as determined by the Program Director.
  • Fosters a strengths-based, trauma-informed, accountable, committed, and motivated environment.
  • Establishes and holds direct reports responsible for creating a climate that attracts, retains, and motivates high performance.
  • Ensures the caliber of diverse staff with skills appropriate to meet the needs of those served.
  • Provides and holds staff responsible for completing staff performance evaluations as expected, provides constructive supervision for all direct reports, including ongoing performance feedback.
  • Models PHMC’s core competencies, holding staff accountable to do the same.
  • Mentors and develops direct reports to ensure a core team focused on meeting the priorities of the program.
  • Cooperates and communicates as a multi-disciplinary staff team member through formal meetings, informal consultations, and committee participation.
  • Models traits of a responsible team member, executing job responsibilities, open communication, good follow-through; supports team members to do the same.
  • Demonstrates use and support of the trauma-informed model in all aspects of employment, including interactions with clients/students, family members, other employees, community members, and stakeholders.
  • Responds promptly to the concerns and interests of the clients, parents, guardians, funding entities, and other PHMC staff.
  • Establishes and maintains relationships with provider organizations, regulatory and licensing representatives, and referral sources, establishing effective and productive working relationships while promoting PHMC.
  • Represents the organization before various stakeholder groups to maintain visibility.
  • Manages regulatory and accreditation contracts.
  • Serves on, participates in, and attends various committee meetings.
  • Participates in regular meetings with staff to ensure priorities are clear, coordination is good, and communications are open.
  • Develops additional methods for ongoing effective communication.
  • Cooperates and communicates as a multi-disciplinary staff team member through formal meetings, informal consultations, and committee participation.
  • Models traits of a responsible team member, executing job responsibilities, open communication, good follow-through; supports team members to do the same.
  • Responds promptly to the concerns and interests of the clients, parents, guardians, funding entities, and other PHMC staff.
  • Demonstrates commitment to being trauma-informed and maintaining a therapeutic environment and community that promotes safety and nonviolence as the basis for all we do with clients and staff.
  • Demonstrates knowledge and utilization of trauma-informed practices, including emotional intelligence, effective communication, understanding of the impact of trauma on development, strengths-based and person-centered practice, resilience focus, and commitment to growth and change.
  • Ensures compliance with all PHMC’s policies and procedures, including confidentiality and acting as a mandated reporter in accordance with the law, policies, and procedures.
  • Implements all documentation requirements; reports are complete, thorough, timely, and follow the prescribed format.
  • Ensures staff do the same.
  • Other duties as assigned.
