About The Position

Accountable for the operational success of the Department of Psychiatry in the Paul L. Foster School of Medicine (PLFSOM). Provide complex and detailed administrative oversight of the Department financial and operational performance with regard to clinical and technical revenues, state appropriations, grants and contract income, and designated funds and gifts. Additionally, this position provides professional-level administrative support for the Department Chair and faculty. Employees in this position are responsible for managing the day-to-day administrative operations of a clinical department. Persons in this position must exercise a high degree of initiative and independent judgment and should have a general knowledge of Health Sciences Center policies and procedures as they relate to department financial management and personnel administration. Provide direct supervision to department staff personnel. Work is performed under usual office conditions; deadlines, meetings and maybe some travel. Additionally, work requires considerable contact and coordination with HSC administrative officials, administrative personnel of other departments and units, granting agencies, other institutions, and government organizations. Texas Tech Health El Paso (TTEP) is not considering applications from individuals who require sponsorship for an employment visa, including those with H1B visas or those currently on student or postgraduate visas. Additionally, this position is not eligible for remote or hybrid opportunities. All work is required to be performed onsite at TTEP.

Requirements

  • Proven track record of driving successful performance outcomes (i.e., financial, patient satisfaction, provider metrics, etc.) and accomplishing departmental goals.
  • Demonstrated experience in financial and budget management/reporting; practice management/delivery of services; and leading and implementing change.
  • Experience in grants management.
  • Masters or higher degree in related administration, business or medical fields.
  • Demonstrated ability to establish, build and sustain positive and effective working relationships across all organizational levels.
  • Experience working within an integrated behavioral health, healthcare or hospital system, or managed care organization in a management level position (assigned area of responsibility preferred).
  • Demonstrated success mentoring and coaching staff by providing open and honest feedback to enhance performance.
  • Experience developing and implementing strategic goals and initiatives that support organizational success.
  • Bachelor's degree in health care administration or business-related area.
  • Two years of progressively responsible administrative and supervisory experience.
  • Working knowledge of the principles and fundamentals relating to budgeting, accounting, recordkeeping, and business writing; ability to establish and maintain effective working relationships; knowledge of general administrative procedures that apply to functions such as personnel, payroll, and purchasing; ability to communicate effectively, both orally and in writing; ability to exercise judgment in unusual or new situations, and able to exercise discretion when processing confidential material.

Responsibilities

  • Direct departmental financial operations, including budgeting, revenues, appropriations, grants, contracts, designated funds, gifts, revenue cycle management, reimbursement, expenditures, financial reporting, and fiscal oversight; advise the Department Chair on financial strategy, organizational effectiveness, and operational and capital resource planning.
  • Lead business planning and financial performance initiatives for clinical and academic operations by managing expenditures, ensuring compliance with TTUHSC El Paso and TTUS requirements, approving departmental purchases, analyzing financial performance, overseeing financial write-offs, and collaborating with institutional leadership on fee schedules, reimbursement, collection strategies, and Master Service Agreements.
  • Oversee physician productivity, facility utilization, provider allocation, and performance against established benchmarks; recommend cFTE and operational adjustments to optimize departmental and clinical performance.
  • Build strategic partnerships to enhance patient satisfaction, clinical technology, workflow efficiency, clinician engagement, leadership development, regulatory compliance, outreach initiatives, and the effective management of departmental facilities and resources.
  • Lead research, educational, and administrative strategic initiatives aligned with TTUHSC El Paso’s mission and goals.
  • Support strategic planning and committee activities, coordinate departmental IT services, and develop contracts and MSAs in collaboration with institutional leadership and legal counsel.
  • Supervise non-clinical administrative staff, oversee all personnel functions, and lead faculty recruitment in partnership with the Department Chair and Faculty Affairs.
  • Oversee faculty onboarding, including EMR access, payer enrollment, provider scheduling templates, and Values-Based Culture integration, while ensuring compliance with applicable facility policies and procedures.
  • Manage facility resources and identify equipment funding needs, supporting capital budget proposals with business plans and justifications.
  • Maintain professional and effective relationships with institutional leadership, physicians, staff, patients, and community members.
  • Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.
  • Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).
