About The Position

The Johns Hopkins Department of Orthopaedic Surgery is seeking an Assistant Administrator – Clinical. This position has a matrixed reporting relationship to the Director of the Department of Orthopaedic Surgery and to the Administrator. It provides high-level leadership and management of the operational and administrative activities of the Division to advance patient care, research, and education missions. This job encompasses the management of a large and complex divisional structure, including human resources, program/business development in the National Capital Region, and other patient care, fiscal, and administrative operations of the Department across the Johns Hopkins Health System (JHHS) (including Howard County, Greenspring Station, and White Marsh) and Johns Hopkins University School of Medicine (SOM) enterprises.

Requirements

  • Bachelor’s Degree in Finance, Accounting, Business, Health care administration or related field.
  • Six years of progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources.
  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Responsibilities

  • Develops and participates in the analysis and evaluation of strategic business plans, feasibility studies, market assessment, marketing plans, data gathering, implementation plans and presentation of written reports on prospective and existing clinical and research programs.
  • Formulates tactical business plans in conjunction with administrative leaders in the DOM, SOM, JHHS, JHCP, Suburban Hospital, and Sibley Memorial Hospital and other affiliated institutions.
  • Provides oversight of faculty recruitment, including developing business plans and offer letters, as well as tracking actual progress against business plans.
  • Proactively develops and implements change management strategy for major organizational activities and events in alignment with Divisional, Departmental and/or institutional objectives.
  • Develops and periodically reassesses the Division’s administrative infrastructure, ensuring human resources are appropriately deployed and operating cohesively to achieve Divisional goals, as well as being responsive to Departmental, SOM and JHHS needs.
  • Works with human resources administration to develop staff job descriptions for new hires and restructure current job descriptions for upgrading of staff positions as needed.
  • Works closely with Department and SOM Human Resources for appropriate grading and salaries.
  • Reviews all requests for new hires based on appropriateness and affordability of the position.
  • Oversees the supervision and training of Departmental staff.
  • Assists Divisional supervisors and human resources administration with hiring/firing of staff for day-to-day program operations, as necessary.
  • Oversees orientation of all new employees to the Division in collaboration with human resources administration.
  • Develops new administrative policies and procedures, as needed, to ensure smooth operation of the Department.
  • Makes recommendations to Division Directors in the form of decision options.
  • Ensures space and equipment inventories are maintained in compliance with SOM, JHHS, and governmental guidelines.
  • Outlines existing opportunities to improve space utilization and defines needs and justification for additional space to the Department, SOM, and JHHS.
  • Attends Department of Orthopaedics monthly division meetings and disseminates information, as necessary, to faculty and staff.
  • Serves as the point person for patient issues.
  • Develops strategies to improve patient satisfaction and the patient experience in areas operationally managed by the Division.
  • Establishes targets for patient satisfaction and engages Divisional faculty and staff to improve.
  • Oversees responses to patient complaints and ensures prompt resolution, in accordance with institutional policies, of their concerns.
  • Ensures availability and, if necessary, develops patient and family support services for assigned areas.
  • Supports business development activities of the Hopkins enterprise to develop mutually beneficial clinical and operational programs.
  • Partners with affiliated facilities in areas of access and program development, clinical collaboration, and network development.
  • Partners with the Division Director in building and enhancing positive relationships with Departmental and/or institutional leadership.
  • Builds strong collaboration and teamwork with the Department of Orthopaedics central administrative offices located on the East Baltimore and North Capital Region campuses, including general administration, ambulatory administration, facilities, human resources administration, information technology administration, and revenue cycle management.
  • Represents Department leadership to faculty in regular meetings and daily interactions based on established credibility and trust.
  • Proactively identifies faculty concerns and issues, and partners with the Department for appropriate resolution.
  • Regularly meets with JHHS and SOM employees to improve communication and build productive relationships.
  • Continuously communicates to staff the importance of the patient experience, quality of care, and sound financial performance; and champions successes and priorities for improving performance in meeting and exceeding patient and customer expectations.
  • Establishes communication channels with staff and faculty to ensure they receive information on internal and external issues affecting the operations of their assigned areas, as well as provides advice, assistance, information, and service that aids them in attaining related objectives.
  • Works with appropriate personnel and/or organizations to ensure that teams and individuals have the clinical, information, and organizational tools to serve patients and customers effectively and efficiently.
  • Works collaboratively with Department representatives, JHCP, Suburban Hospital, and Sibley Memorial Hospital to coordinate operational and administrative issues related to Orthopaedics in the North Capital Region, including business planning, financial analysis, revenue enhancement activities, and multidisciplinary clinical activities.
  • Ensures that goals and plans are disseminated to and understood by staff through in-services, planning retreats, training, correspondence, etc.
  • Supervises the Division office support staff (~45), JHU and community clinic staff (CMAs, Techs, and others), including hiring/terminating, discipline, and human resources issues.
