The Clinical Administrator is responsible for the administration and supervision of all medical personnel and is accountable for coordination of all medical care given and all related supporting services of the ambulatory surgical center and its personnel. The main function of the Clinical Administrator is that of leadership and promotion of cooperative staff effort. The Clinical Administrator is responsible for the allocation and completion of assigned functions in daily operations. She/He interprets departmental philosophy, objectives, policy and procedure. Areas of accountability include assistance to surgeons through provisions of adequately prepared service team members, delegation of responsibilities and duties to professional, technical, and ancillary personnel, responsibility for performance evaluation of all department personnel, coordination of administrative duties to ensure proper functioning of the staff, coordination of the provision and control of materials, supplies, and equipment with the Director of Supply, coordination of activity within the O.R. suite, and serving as the Risk Manager Designee. This role also drives top-line growth, cultivates strong physician relationships, and is accountable for organic growth via increased volume, strategic service line growth, new physician recruitment, and increasing volume from existing physicians. The Clinical Administrator designs and executes physician recruitment and marketing programs, initiates and develops strong physician relationships, recommends and executes strategic plans, and partners with leaders to design and implement growth initiatives. The role leads operational excellence, is responsible for the center’s P&L, manages financial controls and reporting, and implements strategic business plans. The Clinical Administrator motivates and empowers facility employees, facilitates working relationships with various stakeholders, develops and manages budgets, and oversees fiscal management including billing, collection, appeals, and accounts payable. The role also monitors budget compliance, provides input into budget preparation, monitors compliance with nursing standards, demonstrates knowledge of growth and development principles, addresses cultural practices, monitors staff compliance with policies and procedures, interprets and enforces policies, provides counseling and disciplinary measures, assigns personnel based on competency and patient needs, assures equitable staff assignments, participates in personnel selection, and completes schedules. Additionally, the Clinical Administrator actively participates in staff meetings, evaluates orientation programs, communicates educational needs, monitors re-certification compliance, monitors the service environment for safety and infection control, reviews radiation reports, assures fire and disaster safety knowledge, reviews electrical safety, reviews temperature and humidity controls, reports environmental problems, and reviews performance improvement activities.
