About The Position

Under the general supervision of the Clinical Services Bureau (BCS) Director, the Clinic Operations Section Director directs planning, implementation, and evaluation of statewide traditional and non-traditional DPH clinic operations. This role collaborates closely with Quality Assurance and Administration, Service Delivery, and Program Integration Section Leads, other Health Programs bureaus, the Professional Practice Section of the Health Collaboration Branch, Pharmacy, and statewide leadership to ensure effective and efficient monitoring, implementation, and delivery of client services across all programs.

Requirements

  • A bachelor's degree and relevant program management experience.
  • Bachelor’s degree with five (5) years of progressive program management and supervisory experience.
  • Proven track record of driving strategic and tactical program initiatives, leading cross-functional teams, and delivering measurable organizational impact.
  • Experience administering public health-related programs and services within clinical settings and proficiency in Microsoft Office (Word and Excel) are required.
  • Knowledge of management principles, government processes, and organizational structure.
  • Skilled in applying rules and regulations, managing staff, and fostering relationships with state, federal, and private organizations.
  • Strong written and verbal communication.
  • Familiar with Medicaid and SC DHHS program requirements.
  • BLS and First Aid certification required within six (6) months.
  • Ability to work extended hours as needed.
  • Valid driver's license is required.
  • Work may require travel and periodic overnight travel may be required.
  • This position involves work with Personally Identifiable Health Information (PHI) and requires employee to maintain an up-to-date HIPAA and data security and confidentiality training at all times.
  • Available to assist during times of public health emergency and outbreak response efforts: participates in agency/ division preparedness efforts and responds to response operations as outlined in the DHEC Emergency Plans, which may include staffing of shelters, triage and/or subject to be on call 24/7.

Nice To Haves

  • Master's degree in public health, health care administration, nursing or other related field.
  • At least ten (10) years of experience supervising large teams in a health care system/setting.
  • Knowledge of state and federal laws, rules and regulations pertaining to section and bureau activities.

Responsibilities

  • Provides strategic leadership for clinic operations site and building technical needs, to include special projects related to construction.
  • Ensure program procedures are in place and site operations follow established standards.
  • Coordinate with other Bureaus and Sections, to include Finance and Operations, to monitor site activities to ensure compliance with standards, policies, and procedures, standing orders, and state, and federal laws.
  • Ensure that site related audits are performed as indicated and action plans are followed.
  • Collaborate and coordinate area training days and engagement activities; serves as the county partner contract services liaison, providing letters of support, memoranda of agreement, and contracts as needed.
  • Provides oversight and supervision for Clinic Operations Directors and health department staff.
  • Maintain awareness of site needs through deliberate coordination with operations directors, health department managers, and other on-site supervisors.
  • Maintain routine meetings to ensure coordination of admin and service delivery staff to meet program/scheduling needs.
  • Collaborate with lab, pharmacy, procurement, and logistics to ensure continuity and consistency of site services.
  • Maintain awareness of mobile health unit needs to include staffing, scheduling, and liaison to communicate technical needs.
  • Coordinates with Quality Assurance, HPB Coordination, Program Integration, and Service Delivery sections to monitor available data for productivity and access to services and CQI principles to ensure high-quality DPH client services through adherence to current program policies and compliance with federal cooperative agreements.
  • Monitors trends for processes within clinics for successes and weaknesses and makes adjustments for improvements as indicated.
  • Participate in disaster preparedness activities, training and planning to include outbreak management, shelter operations, expanded EPI team activities, and mass dispensing/vaccination efforts.
  • Provide strategic direction and planning for emergencies, outbreaks and public health priorities as requested.
  • Assures emergency procedures, staffing, mock drills and staff training is documented at each site.
  • Ensures health department and Mobile Health Unit readiness through planning, staff training, and maintenance of supplies.
  • Other duties as assigned.
