About The Position

Kitsap County is seeking a professional and experienced Clerk of the Board to provide high-level administrative, technical, and confidential support to the Board of County Commissioners and the County Administrator. This is an essential role with a significant responsibility for ensuring legal compliance, maintaining official records, and coordinating the full lifecycle of Board meetings and actions. The ideal candidate will have a strong attention to detail and strong desire for public service. This position is open until filled and screened weekly.

Requirements

  • Associate’s degree in Public Administration, Business Administration, or a related field from an accredited institution; and two years of increasingly responsible, specialized administrative experience in a public agency, governmental body, or similar regulated organization. Experience supporting executive-level staff, governing boards, or high-level committees, including preparation of official records, agendas, minutes, and related documentation; OR Four years of increasingly responsible, specialized administrative experience in a public agency, governmental body, or similar regulated organization.   • Demonstrated ability to perform complex, confidential, and highly responsible administrative functions requiring discretion, sound judgment, and adherence to legal requirements.
  • Knowledge of public meeting laws and administrative procedures, including compliance with federal, state, and county regulations.
  • Training or demonstrated knowledge of the Open Public Meetings Act (OPMA).
  • Experience applying or administering the Public Records Act (PRA), including responding to records requests and managing compliant records processes.
  • Knowledge of parliamentary procedures (e.g., Robert’s Rules of Order) and experience supporting formal public meetings.
  • Experience with agenda management software (such as Agenda.Net or similar platforms).
  • Experience working for a city or county municipality.

Responsibilities

  • Provide administrative and technical support to the Board of County Commissioners and County Administrator, serving as an advisor on compliance with federal, state, and local laws.
  • Exercise independent judgment in interpreting regulations, establishing procedures, and prioritizing work.
  • Lead and coordinate work within your functional area, including projects supported by other staff.
  • Maintain all Clerk of the Board functions in accordance with relevant laws, regulations, and County policies.
  • Support the Board and County Administrator through confidential project work, research, analysis, and preparation of official records and documentation.
  • Coordinate the scheduling, preparation, and execution of all Board meetings, including agendas, supporting materials, legal notices, and minutes.
  • Attend Board meetings, prepare formal minutes, maintain electronic recordings, and ensure timely filing and publication of official records.
  • Draft resolutions, proclamations, notices, and correspondence on behalf of the Board and County Administration.
  • Organize, secure, and maintain records with historical or legal significance; ensure proper retention, accessibility, and disposal in compliance with public records requirements.
  • Manage minutes, agenda files, document center items, email retrieval, and other records necessary for public disclosure responses.
  • Research and respond to public inquiries; prepare communications, notices, and materials for the Board.
  • Provide executive-level administrative support to Commissioners and County Administration, ensuring accurate implementation of policies and procedures.
