About The Position

The HR Classification Specialist will provide support for the full range of position classification and position management functions. This includes position and organizational evaluations, establishing and maintaining the agency’s position classification program to determine the appropriate pay system, occupational grouping, title, and grade of positions. The role also involves providing recommendations to management on position, pay, and organization design, including Fair Labor Standards Act determinations, functional statements, law enforcement retirement coverage, bargaining unit status, and position descriptions (PD). The role requires the candidate to work in a hybrid environment and possess a Secret clearance.

Requirements

  • Bachelor’s Degree in Business, Human Resources, or other related field
  • A minimum of ten (10) years of experience supporting human resource program personnel
  • Knowledge of and skill in applying the full range of position classification principles, concepts, practices, and techniques sufficient to advise top managers in developing position descriptions to work on special classification projects.
  • Knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices.
  • Knowledge of a wide range of HR specialization concepts, practices, regulations, precedents, and procedures; special recruiting authorities and strategies.
  • Skill in serving as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations.
  • Excellent written and verbal communication skills.
  • Thorough knowledge of analytical methods and techniques to design and conduct comprehensive HR studies that are broad and difficult in order propose solutions to HR problems.
  • Previous Federal classification experience is a MUST.
  • Must have completed basic and advanced federal position classification training AND position management training. May be asked to provide completed certificate and/or transcripts.
  • Must be a U.S. citizen
  • Secret clearance

Responsibilities

  • Assist in PD development and/or classification. Many positions will have no directly applicable standards and must be evaluated through cross-series comparison with related series and often by analogy with standards in other occupational groups.
  • Maintain a continuing awareness of all matters concerning the mission, function, programs, organization, and management trends to determine probable effects on classification decisions.
  • Confer with other HR specialists in cases where changes in classification may possibly create qualification problems or result in a reduction-in-force, change to lower grade.
  • Perform analysis for innovative problem resolution for developing methods and techniques to plan and complete work. The organizations being served present classification issues with a variety of high-grade positions in the professional, technical, and administrative occupation groups.
  • Contact managers, area consultants, supervisors, employers, other HR staff and executive officers as needed to accomplish PD development, classification, desk audits and training.
  • Provide technical advice, assistance, and training.
