About The Position

This role involves conducting intake interviews for discrimination charges, evaluating jurisdiction, and investigating single-issue discrimination cases (excluding housing and sexual harassment). The investigator will gather evidence, interview parties, and maintain production levels to meet agency obligations. Responsibilities include preparing legal documents, analyzing case materials, operating computers for reporting, performing clerical tasks, and assisting with conciliation and settlement agreements. The position also involves responding to public inquiries, updating files, scheduling hearings, preparing reconsideration reports, training new investigators, and participating in establishing investigative procedures. Attending training, seminars, and meetings is also required. A criminal background check is mandatory for the final applicant.

Requirements

  • Completion of associate program coursework or undergraduate core coursework in human resources, business administration, public administration, liberal arts or related field of study.
  • 3 months training or experience in investigation methods & techniques.
  • 3 months training or experience in interviewing.
  • 3 months training or experience in human relations, public relations or equivalent experience in dealing with the general public.
  • 3 months training or experience in operation of personal computer/video display terminal.
  • Equivalent of Minimum Class Qualifications for Employment.

Responsibilities

  • Conducts intake with charging parties regarding alleged discrimination under Chapter 4112 of Ohio Revised Code.
  • Prepares charge affidavits and intake interview forms, evaluating jurisdiction and basis of discrimination.
  • Investigates single-issue discrimination charges (excluding housing and sexual harassment).
  • Gathers evidence and conducts onsite and/or fact-finding conferences with complainants, witnesses, and respondents.
  • Investigates moderately difficult cases (excluding housing and sexual harassment), involving multiple bases of discrimination.
  • Counsels complainants, interviews respondents and witnesses, and collects information, testimony, and documentation.
  • Maintains a satisfactory level of production to meet contractual obligations.
  • Contacts witnesses and respondents, handles depositions, obtains evidence, and prepares subpoenas.
  • Verifies and cross-checks documentation for authenticity.
  • Prepares legal documents to investigate unlawful acts.
  • Analyzes case materials and data, submitting preliminary information or reports of findings to a supervisor.
  • Operates personal computer/video display terminal for data entry, retrieval, and report generation.
  • Performs clerical tasks related to investigations, including responding to inquiries, copying records, and updating case files.
  • Assists in preparing conciliation agreements, consent orders, and settlement agreements.
  • Responds to public inquiries via telephone and writing.
  • Compiles and evaluates information, updates files, and schedules conferences and informational hearings.
  • Prepares reports on prior recommendations when charging parties request reconsideration.
  • Assists in training new civil rights investigators.
  • Participates in establishing investigative procedures for the unit.
  • Attends training, seminars, and required meetings.
