About The Position

The Air Force offers qualified applicants opportunities to be hired for certain occupations covered by Direct Hire Authorities (DHA). The use of DHA is a fast-track method of hiring applicants from the public with no prior federal status using a non-traditional method of recruitment. Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of civil engineering. Monitors/manages construction projects for new construction, renovations, and improvements to real property facilities from start to finish including the performance of pre-construction site surveys all the way to completion of as-built drawings. Serves as consulting engineer on all design aspects of assigned projects. Coordinates the preparation of and revies A and E and/or construction contract statements of work (SOW). Coordinates projects with engineers in other disciplines or with architects. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Requirements

  • U.S. Citizenship Required
  • If authorized, PCS will be paid IAW JTR and AF Regulations.
  • If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position.
  • Random drug testing may be required depending upon the position being filled.
  • Supervisory requirements may be required depending upon the position being filled.
  • PCS costs may be authorized.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1, 2, or 3-year probationary OR trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • All federal employees are required to have direct deposit.
  • The duty location for this position is located at Hill AFB, UT.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work may require the incumbent to drive a motor vehicle.
  • An appropriate, valid driver's license may be required for the position.
  • May be required to submit an initial and annual OGE Form 450 (Financial Disclosure) in accordance with the Joint Ethics Legislation.
  • Professional knowledge of a broad range of civil engineering concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture.
  • Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of standard contracting regulations, practices, and procedures; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; knowledge of environmental principles, practices, procedures, laws, regulations, and current legislative issues; and knowledge of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems, and management of facility design and construction projects.
  • Ability to design and/or provide thorough and accurate civil engineering design reviews of complex civil engineering construction projects and/or mulit discipline facility engineering construction projects.
  • Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions as it relates to facility and infrastructure civil engineering design and construction projects.
  • Ability to plan and organize work, develop facility project statements of work and contract requirements documents, lead and coordinate design reviews of other engineering disciplines and architects, and lead construction project execution effectively for multiple facility projects simultaneously; and ability to communicate effectively both orally and in writing and maintain good working relations.
