About The Position

The primary purpose of this position, FIRE CHIEF, GS-0081-13, is to serve as the Fire Chief, responsible for the overall management and supervision of the fire protection and fire prevention program for the base. This is a Centrally Managed position under the Civil Engineering Career Field.

  • Incumbent must be able to obtain and maintain a SECRET security clearance as a condition of employment.
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • Incumbent may work a minimum 56 or 60-hour week with supervisor’s approval.
  • Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave.
  • Required to participate in a physical fitness program and pass an annual physical.

  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • One year of specialized experience at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-12), pay band or equivalent.
  • Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention.
  • Knowledge of fire protection/prevention theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive fire protection program.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to operate and direct others in operating in stressful and dangerous conditions.
  • Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to formulate and effectively implement fire fighting/emergency response plans and to direct personnel in such operations.
  • Must be certified by the DOD Fire Fighter Certification system as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), Airport Firefighter and HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations).
  • Perform strenuous physical activities such as lifting heavy firefight equipment, climbing standard and aerial ladders, and lifting and carrying people and equipment for rescue and salvage.
  • THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

Responsibilities

  • Plan, organize, and oversee the activities of the Fire and Emergency Services Flight.
  • Exercise supervisory personnel management responsibilities.
  • Establish, develop, and maintain effective working relationships with personnel, manpower, other staff officials, and municipal and other federal fire departments.
  • Assume full charge at fire, or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed.
  • Determine need, budget for, and recommend acquisition of additional and/or different fire protection, firefighting, and specialized rescue equipment, contract services, formal training, etc.
