About The Position

The Civil Engineer I works within the Structures Section in the Streets Design Branch, which manages the City’s 46 bridges, 9 km of seawall, over 500 retaining walls, and other miscellaneous structures and plans their maintenance, repairs, and upgrades. The Civil Engineer I (Structures) is responsible for the development, implementation, and management of the City’s Bridge Strategy, a priority action item identified in the Streets Division’s Strategic Plan. The position reviews operational procedures, maintenance plans, assesses operational capabilities/resourcing needs, and coordinates the procurement/management of external resources to support the Strategy.

Requirements

  • Bachelor's degree in Engineering
  • Professional Engineer designation
  • Minimum of five years’ related experience in structural consulting, construction management, and/or structural inspection of bridges and other heavy civil infrastructure, or an equivalent combination of education, training and experience.
  • Registration or eligibility to register as a Professional Engineer in British Columbia.
  • Knowledge of project management methodologies, practices, processes and policies.
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports.
  • Excellent communication (oral and written), interpersonal and presentation skills.
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands.
  • Demonstrated ability in construction and project management.
  • Ability to exercise diplomacy and tact.
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders.
  • Proficient in the use of software applications such as MS Office and Bluebeam.

Nice To Haves

  • Working knowledge of bridge/structures inspection, maintenance, and lifecycle planning practices.
  • Working knowledge of bridge service level maintenance contracts.

Responsibilities

  • Develops and manages the delivery of the Streets Division Bridge Strategy including the routine bridge inspection program, practices, training and standard operating procedures.
  • Manages multi-year specialized inspection service level contracts to support ongoing bridge operations such as Horizontal Life Line inspections, paint conditions audits, underwater survey/inspection, gantry inspection, material and deck testing inspections.
  • Manages the bridge maintenance program, inclusive of the assessment of City capabilities, conducting gap and risk analysis, and identifying and developing training, procedures, processes and supportive service level contracts with vendors, coordinating independent validation of maintenance task scheduling (frequency and scope).
  • Manages bridge rehabilitation projects as assigned and as approved as part of the Capital Program.
  • Performs annual budget planning, as well as budget tracking for individual projects and programs.
  • Leads operations and maintenance improvement initiatives, such as creation of bridge-specific maintenance plans.
  • Provides support in implementing program, quality management and other process and procedural initiatives within the branch.
  • Leads projects and ensures the successful completion of project/program deliverables according to the defined scope, schedule and budget.
  • Represents the Structures section for design reviews generated from development, public art or other external sources.
  • Resolves any conflicts within the project teams and escalates to the Section Head and /or project sponsor/Steering Committees.
  • Prepares reports, memos and other project/program documentation and delivers formal presentations.
  • Ensures defined quality management procedures and standards are followed.
  • Procures, manages and oversees the work of professional services and other vendor contracts.
  • Liaises with key City staff and external stakeholders throughout project/program delivery.
  • Inspects City owned bridges on an emergency basis, and recommends course of action.
  • Represents the Civil Engineer II and Section Head in their absence.
  • Acts as a bridge inspection co-ordinator during emergencies.
  • Acts as the delegated field reviewer for the Engineer of Record to ensure construction activities are in general conformance with engineering designs.
  • Applies EGBC seal as required.
  • Performs other duties/responsibilities as assigned.
