About The Position

Under general direction, this classification performs difficult or complex professional engineering design work and supervises the work of a design or inspection group of the Public Works Department. Ensures Department services are provided with exceptional customer service and the highest level of ethical standards. Assumes responsibility for ensuring the duties of the position are performed in a safe efficient manner. Performs other related duties as assigned or as the situation requires. May provide technical guidance to lower-level staff as assigned. When assigned to the Design Capital Improvement Project (CIP) Section: Performs professional civil engineering work in support of the planning, design, coordination, and delivery of Capital Improvement Program projects. Assists in the preparation and review of plans, specifications, estimates, technical reports, feasibility studies, and project correspondence for public infrastructure improvements, including streets, sidewalks, storm drains, sanitary sewers, facilities, traffic-related improvements, and other public works projects. Coordinates with consultants, contractors, utility agencies, regulatory agencies, internal City departments, and the public to support project delivery, resolve technical issues, and ensure compliance with City standards, applicable codes, and project requirements. May provide technical direction to lower-level staff and assist with construction support, field coordination, and project closeout activities. When assigned to the Facilities CIP Section: Performs professional civil engineering work in support of the planning, design, coordination, and delivery of facility-related Capital Improvement Program projects. Assists in the preparation, review, and coordination of plans, specifications, estimates, feasibility studies, technical reports, schedules, and project correspondence for the construction, renovation, repair, and improvement of City buildings, parks, yards, parking facilities, and other municipal facilities. Coordinates with consultants, contractors, utility agencies, regulatory agencies, internal City departments, facility users, and the public to support project delivery, resolve technical issues, and ensure compliance with City standards, applicable codes, accessibility requirements, environmental requirements, and project objectives. Provides construction support, assists with field coordination and site observations, reviews submittals and project documentation, and supports project closeout activities. May provide technical direction to lower-level staff and assist with workload coordination as assigned. When assigned to the Land Development Section: Performs professional civil engineering work in support of land development, right-of-way, wastewater, sewer, stormwater, and related public works permitting activities. Reviews plans, studies, reports, and permit applications for compliance with City standards, municipal code requirements, engineering practices, and applicable regulatory requirements. Coordinates with developers, engineers, architects, contractors, consultants, other City departments, and outside agencies to facilitate project review, permit processing, condition compliance, and construction coordination. Assists with the preparation of conditions of approval, technical correspondence, field issue resolution, infrastructure evaluations, and updates to engineering standards, workflows, and long-range planning documents.

Requirements

  • Two years professional engineering experience in Civil Engineering work, including one year in one or more of the following: Design CIP, Facilities CIP and/or Land Development is required.
  • Bachelor's degree in Civil Engineering or a related field is required.
  • Valid Class C California driver's license is required.
  • Registration as a Civil Engineer with the California State Board for Professional Engineers, Land Surveyors and Geologists is required.
  • Knowledge of Civil Engineering.
  • Skill in making independent judgments and decisions based on standard policy or procedure.
  • Ability to provide exceptional customer service to all employees and vendors.
  • Ability to analyze information.
  • Ability to develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
  • Ability to effectively interact with, negotiate with and educate architects, contractors, buildings and the general public.
  • Ability to enforce City code requirements while not arousing undue hostility.

Nice To Haves

  • Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification.
  • Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

Benefits

  • This classification is scheduled to receive a 4% salary increase effective July 1, 2026.
