About The Position

The Monitoring and Data Analysis Engineer provides monitoring and hydraulic/hydrologic data analysis expertise to advance wastewater, drainage, green infrastructure, and flood planning projects. The position will be responsible for implementing, managing and supporting sewer and drainage utility monitoring programs (including combined sewer overflow, water quality, rainfall and flow monitoring), by developing monitoring plans, managing contractors, ensuring data quality, and performing analysis on the collected data. This position will also be expected to manage various studies related to the collected data on a variety of sewer and drainage related topics.

Requirements

  • Bachelor's degree in Engineering or an equivalent combination of education, training, and experience.
  • Registration or eligibility to register as an Engineer-in-Training (EIT) in British Columbia is required.
  • Working knowledge of municipal sewer and drainage infrastructure systems
  • Working knowledge of watershed and green rainwater infrastructure planning principles
  • Working knowledge of overland flood hazard and risk management principles and approaches
  • Working knowledge of the application of engineering principles related to hydraulics, hydrology, water systems, and/or hydrologic/hydraulic modelling
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Excellent time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Excellent analytical, critical thinking and problem-solving skills
  • Proven ability to multi-task and work independently with minimal supervision
  • Proven ability to manage long-term relationships with external suppliers/consultants
  • Team player, who engages in team discussions and is passionate about developing solutions

Nice To Haves

  • Working knowledge of coding/scripting for the automation of data collection, processing and analysis would be considered an asset
  • Working knowledge of ArcGIS or other GIS-platforms for undertaking spatial analyses and developing maps for reporting would be considered an asset
  • Working knowledge of computer design and modelling software such as PCSWMM, ArcGIS, DHI’s Mike Urban, Innovyze’s Infoworks ICM, and/or HEC-RAS would be considered an asset.

Responsibilities

  • Manage monitoring programs, complete quality checks on the data, and undertake detailed hydraulic/hydrologic analyses of collected data to support planning, design and climate adaptation projects
  • Support the development and expansion of the City’s sewer utility monitoring programs (flow, rainfall, combined sewer overflows, etc.)
  • Work with various internal parties to identify monitoring needs and programs
  • Work with suppliers and consultants to implement and maintain the City’s monitoring programs and to confirm the quality of collected data
  • Deliver both technical and non-technical reporting and presentations related to the sewer and drainage monitoring programs
  • Review current and historical monitoring data, model results and anecdotal evidence to understand observed sewer system performance
  • Support the completion of federal, provincial, and regional reporting requirements (e.g., CSO reporting)
  • Develop RFPs and RFQs for monitoring services, monitoring equipment purchases and leases, data hosting, and studies related to monitoring data
  • Represent the City while liaising and negotiating outside agencies (e.g., Metro Vancouver) regarding City of Vancouver’s monitoring programs and data requests
  • Assist with the management of existing budgets, invoices, and capital plans
  • This position may include limited field work (e.g., site visits, no confined space entry)
  • Other duties/responsibilities as assigned
