About The Position

The Town of Erie is seeking a Capital Improvement Civil Engineer to join their Engineering team. This position can be filled at either the Civil Engineer I or Civil Engineer II level, depending on the candidate's experience and qualifications. The role involves performing professional-level engineering tasks such as reviewing construction plans and reports to ensure compliance with Town standards, planning and managing capital improvement projects (CIPs), contributing to the annual budget process through cost estimating, and supporting long-range planning for the five-year capital improvement plan. Responsibilities also include coordinating engineering projects with external agencies and internal departments, managing consultant contracts, developing RFPs and scopes of work, supporting grant applications, and reviewing developer plans. The position requires independent judgment appropriate to the candidate's experience level and adherence to the Town's mission, vision, and values.

Requirements

  • Bachelor’s degree from a four-year college or university with major course work in civil engineering or closely related field.
  • Civil Engineer I: Two (2) years of progressively responsible experience in civil engineering relating to construction, development, drainage, utilities, or traffic engineering work.
  • Civil Engineer I: Registration as an Engineer-in-Training (EIT) with the Colorado State Board of Professional Engineers and Land Surveyors is required.
  • Civil Engineer II: A minimum of four (4) years of progressively responsible experience in civil engineering relating to civil infrastructure, construction, development, drainage, utilities, or traffic transportation engineering work.
  • Civil Engineer II: Professional Engineer License (P.E.) through Colorado State Board through reciprocity within one year.
  • A combination of education and experience may be considered.
  • Must be able to operate a motor vehicle safely to various Town facilities and at various locations to perform the duties of the position.
  • Requirement of being in the office full-time for the first few months of employment, with the option of transitioning to 2 days/week of remote work dependent on business needs.

Responsibilities

  • Manages the schedule, budget, design, and construction of multiple Capital Improvement Projects (CIPs) at various stages within the project lifecycle; prepares contract documents and cost estimates for CIPs and development reimbursements.
  • Reviews engineering calculations and design.
  • Provides technical and professional engineering support services relative to assigned area of responsibility; helps construction inspectors in the interpretation of plans and resolution of problems during construction as required including site visits.
  • Manages a project team of consultants, contractors, and stakeholders to keep CIPs on schedule, ensuring clear communication, effective meetings, defined expectations, and timely decisions that move the project forward using employee’s engineering judgement; coordinates closely with the supervisor and Town Engineer on critical project decisions and communicates updates back to the project team.
  • Supports the Town’s annual CIP budget process by preparing cost estimates, contributing to long‑range planning for the Town’s multi‑year capital improvement plan and helping define objectives that guide the Town’s long‑term infrastructure goals.
  • Prepares and reviews traffic studies, traffic control/access plans, drainage submittments and engineering reports for developments including water, sewer, storm water drainage, and roadways.
  • Reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town requirements.
  • Interprets, applies and enforces the provisions of the Town’s engineering design standards adhering to applicable federal, state and local codes, laws, rules, regulations, specifications, standards, policies and procedures.
  • Read and interprets maps, evaluate proposals for annexation, site planning, plats, subdivision plans, landscape plans, trail plans, grading plans, utility plans, perform water calculations, roadway plans and other land use applications.
  • Reviews agreements, legal descriptions, easements, and ownership deeds and provides input.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and Urban Renewal.
  • Serves as project engineer and/or inspector on construction projects such as storm drainage systems, water and sewer utilities, and streets as needed.
  • Works with stormwater coordinator to ensure projects comply with the Town's State MS4 Stormwater Permit.
  • Prepares reports, reviews comments, completes correspondence, capable of delivering comprehensive presentation of technical information to senior management, Town Council, Town Commissions and the public.
  • Prepares engineering standards and specifications for the Town and makes recommendations to supervisor.
  • Reviews public improvement, grading and floodplain permits.
  • Responds to questions from residents or developers either in person or over the telephone.
  • Provide technical support to other staff members, contractors, consultants, developers, and the public.
  • Research files and/or maps for walk-in residents and developers.
  • Reviews improvement permits.
  • Works closely with the planning group and all other departments.
  • The incumbent does not typically supervise other employees but may mentor/coach lower-level technical and engineering personnel as assigned to include instruction, training, and daily direction.
  • Performs related work as required and assigned.
