Performs responsible professional and technical work performing design, permitting construction of major infrastructure and reviewing plans for water, sewer, stormwater, floodplain, streets and subdivisions to ensure compliance with City codes and Uniform Construction Standards and performing engineering calculations and analysis. Work includes performing design work, performing complex engineering calculations, preparing engineering reports, environmental impact statement, permit applications, construction plans, technical specifications, bid documents, contracts, etc. for capital projects, and assisting with a variety of other engineering-related tasks. The employee may manage or work with consultants to perform engineering design, testing, or construction inspection services. Work is performed under the general supervision of the City Engineer and is reviewed through observation, conferences and review of reports and documentation. This is a generic specification for the Civil Engineer classification. Work performed by employees at different levels may be similar and will be distinguished only by the level of attainment in the career ladder in the Kinston Public Services career development program.
