Directs the processes of appraisal and assessment of real and personal property in accordance with the provisions of the General Property Tax laws and constitution of the State of Michigan. This role performs the function of establishing property valuations, directs the preparation of assessment rolls, city ad valorem and specific tax rolls, and performs related administrative work as required. The position involves developing procedures to assure the equitable administration of the General Property Tax Laws, programming, organizing, directing, and reviewing the activities of subordinates engaged in appraisal and assessment, as well as clerical and accounting processes. It also includes establishing, directing, and reviewing control and research programs such as external audits, appraisal training, statistical reviews, and internal equalization studies. The City Assessor serves as a member of the Elections Commission, defends ad valorem assessments before various tax tribunals and commissions, develops and establishes annual tax rates, and prepares the annual budget for the Division of Assessment. Additionally, the role involves conferring with state tax officials, corporate tax representatives, and property owners regarding assessments.
