About The Position

Established in 1970, Boley Centers, Inc. is a private, non-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County. Boley Centers, Inc., a nationally recognized and accredited behavioral health care agency, has an opening for a full-time Chief Program & Quality Officer. The Chief Program & Quality Officer (CPQO) serves as a member of the Executive Leadership Team and provides enterprise-wide oversight of all service programs, quality improvement systems, risk management, compliance, medical records, and workforce training functions at Boley Centers. The CPQO ensures that all behavioral health, supportive housing, employment, youth, and community-based programs operate with measurable outcomes, regulatory compliance, documentation integrity, and alignment with Boley’s mission and strategic objectives. This role integrates program governance with quality infrastructure to support CARF accreditation, contract compliance, and sustainable program growth.

Requirements

  • Master’s degree in Mental Health, Social Work, Healthcare Administration, Organizational Leadership, or related field required.
  • Minimum 10 years + experience with progressive leadership in behavioral health, housing, or human services.
  • Minimum 5 years in senior or executive leadership role.
  • Demonstrated experience with CARF accreditation, HUD, DCF/Managing Entity contracts, AHCA, Medicaid compliance, and quality improvement systems.
  • Must pass a Level II background check and drug screen

Responsibilities

  • Provide executive oversight of all service programs across the organization.
  • Ensure consistency in service delivery models and staffing structures.
  • Monitor program performance, outcomes, and contractual compliance.
  • Guide strategic program development aligned with the agency’s strategic plan.
  • Identify operational and clinical risks and implement mitigation strategies.
  • Act as a key organizational decision-maker in the absence of the CEO when delegated.
  • Present on Quality, Risk, & Program Operations during Board of Director meetings.
  • Oversight in the development and maintenance of the agency-wide Quality Improvement Plan.
  • Oversight of measurable Key Performance Indicators (KPIs) across service lines.
  • Oversee development and maintenance of performance dashboards.
  • Facilitate variance trending, corrective action plans, and follow-up monitoring.
  • Ensure data-driven decision-making processes are embedded across divisions.
  • Provide executive oversight of enterprise risk management systems.
  • Ensure compliance with HUD, DCF, Managing Entity (CFBHN), Medicaid, VA, DOL, and local government requirements.
  • Collaborate with Finance and Housing & Program Operations in audit preparation and regulatory reviews.
  • Oversee internal investigations and incident review processes.
  • Oversight of documentation integrity across all programs.
  • Oversight of medical records systems and chart review processes.
  • Maintain HIPAA compliance and confidentiality standards.
  • Ensure timely and accurate reporting to funding sources and regulatory bodies.
  • Oversight of policy development and procedural updates related to compliance.
  • Oversight on agency-wide training strategy to ensure compliance with required regulatory and accreditation training standards.
  • Assist with leadership development initiatives and succession planning support.
  • Oversight of onboarding and annual competency standards
  • Promote trauma-informed and recovery-oriented service practices.
  • Serve as executive oversight for CARF accreditation and continuous readiness.
  • Oversight that policies and procedures align with regulatory requirements.
  • Promote ongoing accreditation readiness and corrective action tracking.
