About The Position

The Chief Program Officer is responsible for oversight for the agency’s Family Services, Behavioral Healthcare, and Early Education Divisions. The Chief Program Officer provides leadership, vision and operational excellence reinforcing a collaborative environment advancing continuous quality management values, integration and service provision. As a member of the executive management team, the Chief Program Officer will participate in a myriad of community and public events that support the agency’s mission, service provision, community development goals and advocacy efforts to promote self-sufficiency and economic empowerment.

Requirements

  • Bachelor’s Degree or the equivalence of 10 years of management experience in human services, business or a related field of the economy; Master’s Degree preferred.
  • Minimum of 5-7 years of program management and supervisory experience.
  • Excellent interpersonal skills.
  • Public speaking experience and skills required.
  • Effective written and budgetary skills required.
  • Ability to work independently, converse and interact at all levels within the organization.
  • Exemplary written communication skills.
  • Valid driver's license and ability to meet our insurance standards.

Responsibilities

  • Provide leadership and support to the divisional leaders to ensure the successful program administration and service provision within the Head Start and Child Care Programs, Women, Infant & Children (WIC), recovery-based programs & outpatient clinic, and family shelter programs.
  • Manage the operational and fiscal activities of the program/department to include: staffing levels, budgets, and financial goals.
  • Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with company policy.
  • Work in partnership with the Director of Training to maintain best practices and ensure staff development at all levels of the various divisions.
  • With the Resource Development team members, coordinate and oversee all grant writing projects within the divisions.
  • Review the financial performance of each division with the Directors and Division Analysts on a monthly basis.
  • Lead and ensure all compliance measures are met for the associated program service components including the diverse environments that are overseen by EEC, DCF, HLC, DPH, Private Foundations and other monitoring funding agencies.
  • Establish & maintain positive working relationships with our various contract managers and other key funder personnel.
  • Evaluate and review contractual obligations and the associated reporting and outcome requirements within each division. Ensure all data reporting requirements to the various funding agencies are met utilizing CSG Engage and program specific software platforms such as ETO, Child Plus, WIC’s data program and others.
  • Partner and collaborate with other Senior Managers throughout the agency. In particular, integration and service coordination with SMOC Housing, Workforce Development, Energy & Fuel Assistance, HR, and Finance.
  • Represent and advocate on behalf of the agency and our clients educating the public, local officials, stakeholders and communities on our mission, services and community development initiatives.
  • Partner and lead initiatives as appropriate set into action by the CEO, CFO, and Chief of Staff. Work closely with the Senior Director of Human Resources to manage employee relations matters.
  • Support and advance the agency’s integrated program model as it evolves over time with changes in client needs, funding, and shifts in policy priorities. Partner with the Executive Management Team in this process.
  • Endeavor to create a climate in which all residents are empowered, respected, and treated with dignity.
  • Engage all clients by understanding and addressing their needs whether within or outside the scope of work.
  • Attend and participate in team meetings as requested and communicate effectively with clients and staff in other areas.
  • Maintain confidentiality of client, employee, and agency information in accordance with federal and state laws and funder requirements.
  • Ensure compliance with program/department, agency and/or funder requirements, as well as, SMOC policies & procedures.
  • Other duties as assigned.
