Facilities Management & Construction (FMC) manages, operates, and maintains 55 City-owned buildings throughout the five boroughs, working to provide clean, safe, and energy efficient space for the tenants in these public buildings. FMC is dedicated to both the daily maintenance of the public buildings, managed by Building Services, Fire & Life Safety, and other critical field staff, as well as to long-term renovation and rehabilitation projects, which are managed by a dedicated staff of architects, engineers, and other professional technical experts. FMC also oversees the daily operations of all elevators across the DCAS public buildings portfolio. The Chief of Staff (COS) for FMC, will report directly to the Deputy Commissioner and serve on the senior leadership team to provide executive and strategic direction for the management of FMC’s 1000+ workforce. In addition, the selected candidate will provide the Deputy Commissioner with administrative, operational and policy support pertaining to the execution of the agency’s top priorities.

Requirements

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.

Responsibilities

  • Serve as the FMC internal point of contact for interagency communication and coordination with the Office of the Commissioner and other Lines of Service, as needed.
  • Ensure all communications are answered in a timely fashion and all deadlines are met for the Deputy Commissioner.
  • Attend meetings with and on behalf of the Deputy Commissioner and take appropriate follow-up actions.
  • Support the Deputy Commissioner in providing strategic vision, oversight, and management of internal operations, while advising on priorities, opportunities and challenges.
  • Identify process inefficiencies, automate workflows, and facilitate change management and internal communications.
  • Ensure the Line of Service’s internal operations align with DCAS’s mission/core values and are compliant with applicable federal, state, and local laws and regulations.
  • Maintain and update LOS strategic plans, with special attention paid to data and analytics relevant to the Mayor’s Office Management Report (MMR).
  • Serve as the Line of Service Point of Contact for interagency initiatives and city-wide efforts, including communications with the Deputy Mayor and OMB.
  • Oversee the LOS HR Business Partners, providing strategic oversight into the unit’s recruiting pipeline. This may include providing support with candidate screenings, as well as ensuring compliance with HR and OMB hiring guidelines.
  • Work with the LOS HR Business Partners to address and resolve any and all personnel matters as they arise, including civil service appointments, disciplinary items, and/or conflict resolution.
  • Tackle high-priority, ad hoc projects from leadership ranging from internal priorities to strategic shifts.
