About The Position

A non-merit vacancy exists in the Office of Budget and Finance. Non-merit positions are not classified within the Baltimore County Government Office of Human Resources. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. The Chief of the Division of Diversity, Equity, and Inclusion (CDEI) will provide vision and leadership in promoting a workplace culture that values collaboration, shared responsibility, and accountability. Reporting to the Deputy Director of Human Resources, the CDEI will work across departments to support fair practices, contribute to outreach activities, and help shape policies that align with the County’s commitment to a professional and welcoming work environment. The CDEI will play a key role in guiding strategic efforts, fostering engagement, and supporting approaches that reflect the broad range of perspectives and experiences within Baltimore County Government.

Requirements

Bachelor's degree from an accredited college or university in Human Resources, Public Administration, Organizational Development, Business Administration, Psychology, Sociology, or a closely related field.
At least six (6) years of progressively responsible experience in workplace culture, organizational development, employee engagement, human relations, multicultural affairs, or closely related programs.
At least three (3) years of this experience must have been in a supervisory or management capacity.
Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA).
If a strong candidate (as determined by the Department Head and Director of Human Resources) does not have a current HR certification, but does possess a Human Resources degree, they may still be considered with the understanding that an HR certification must be obtained within 6 months.
Knowledge of organizational development, employee engagement, workplace culture, and change management principles.
Knowledge of applicable federal, state, and local employment laws and regulations, including those related to equal employment opportunity, discrimination, harassment, and workplace investigations.
Knowledge of strategic planning, program development, and performance measurement.
Ability to develop and implement County-wide initiatives that promote collaboration, professionalism, and organizational effectiveness.
Ability to analyze complex issues, develop practical solutions, and make sound recommendations to executive leadership.
Ability to build productive working relationships with elected officials, executive leadership, department heads, employees, community organizations, and external stakeholders.
Ability to communicate effectively, both orally and in writing, including preparing reports, presentations, policies, and executive correspondence.
Ability to facilitate meetings, training, and public presentations to diverse audiences.
Ability to supervise, coach, mentor, and evaluate professional staff while fostering a collaborative and accountable work environment.
Skill in interpreting data, identifying trends, and using information to support strategic decision-making.
Skill in managing multiple priorities and projects in a fast-paced environment while exercising sound judgment and discretion.

Responsibilities

Partners with department leaders to develop recruitment and retention strategies that include targeted outreach, advertising, networking, and other methods to attract and retain well-qualified candidates.
Works with department leaders to review, draft, and refine operational policies and practices that promote consistency, fairness, and openness across programs and services.
Leads the creation of a County-wide strategic framework focused on fostering a respectful and engaging workplace, including the development of dashboards to track progress and assess the impact of related efforts using both data and feedback.
Serves as the Executive Director of the Baltimore County Human Relations Commission, providing leadership to the Commission's efforts around dispute mediation; human relations training and programming; monitoring and investigating incidents of bias and/or discrimination; and coordinating community events and initiatives.
Serves as Ex-Officio to the Community Reinvestment and Repair Commission and assists with carrying out the provisions of Subtitle 29 of the Article 3, Title 3 of the County Code.
Coordinates personnel across departments involved in workplace culture and employee engagement efforts to align and support County-wide goals and initiatives.
Collaborates with department managers to support a welcoming onboarding experience and ongoing employee engagement efforts, including training for all new County employees focused on workplace culture and respectful conduct.
Designs and facilitates learning opportunities related to awareness, sensitivity, and professional conduct across cultures; coordinates with the Office of Law (OOL) to align these sessions with County policy and legal standards.
Builds and maintains relationships with external organizations and community stakeholders to support shared goals and outreach efforts.
Conducts periodic assessments of workplace culture programs and related initiatives; prepares summary reports for the County Executive, County Administrative Officer, and department leadership.
Provides training and advisory support to County Boards and Commissions on topics related to professional conduct, group dynamics, and effective collaboration.
Provides strategic guidance and recommendations to executive leadership regarding workplace culture, employee engagement and organizational effectiveness.
