About The Position

This position is ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES. The vacancy is open to: 1) current permanent Parks employees serving in the Administrative Project Manager civil service title or on leave from the title; 2) permanent Parks employees in or on leave from a comparable title (e.g., Administrative Architect, Administrative Landscape Architect, Administrative Engineer or Administrative Manager); or 3) Parks employees who are reachable on the Administrative Project Manager civil service list or a comparable civil service list or qualify for a comparable title. The role involves developing the overall Capital plan for the Capital Architecture and Engineering (A&E) Unit, managing staff responsible for project assessment, planning, and scoping, and developing the 10-Year Capital Plan for A&E. The Chief will coordinate with other departments to move projects through design phases, establish standards for routing projects through partner agencies, and develop a systematic approach for A&E estimates.

Requirements

  • A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above.
  • All candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above.

Nice To Haves

  • One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect.

Responsibilities

  • Develop the overall Capital plan for the Capital Architecture and Engineering (A&E) Unit.
  • Manage staff responsible for delivering the assessment, planning, scoping of all projects to be delivered by the Capital A&E Unit, including the Dep. Chief of Capital A&E Program Management.
  • Develop the 10-Year Capital Plan for A&E, in close coordination with the Dep. Chief of Capital A&E Program Management, including for both assessing needs as well as developing an approach for when and how the Capital work will be delivered.
  • Coordinate with the Chief of A&E Project Delivery to move projects from pre-design to design in a timely and transparent fashion.
  • Coordinate and track required administrative tasks required to move projects from the proposed phase into the pre-design and design phases.
  • Managed the administrative staff responsible for the associated administrative tasks.
  • Develop an established standard and plan for routing a subset of A&E projects through partner agencies.
  • Develop a systematic approach for requests for A&E estimates and managing the staff responsible for them.
