About The Position

The Chief Medical Officer (CMO) is responsible for timely access to high-quality health services delivered at the CenterPlace Health (CPH) through recruitment and retention of providers, oversight of the quality assurance initiatives, as well providing leadership and mentoring to the clinical staff. In conjunction with the leadership team, the CMO is responsible for the overall development of the Center's health care plan and leadership in the design and implementation of new projects and initiatives at the Center. This role oversees; All of CenterPlace Health’s Medical, Dental and Behavioral Health Services.

Requirements

  • Doctor of Medicine (MD) or Doctor of Osteopathic Medicine degree (DO).
  • Degree, Board Eligible/Certified in a primary care specialty from an accredited school of medicine.
  • Must possess an unrestricted license to practice medicine within the State of Florida
  • Must be registered under Florida and Federal law to prescribe all classes of drugs necessary to carry out the duties described herein.
  • Must be currently holding, or eligible for, admitting privileges and member in good standing at community and/or tertiary hospitals.
  • Must become credentialed with CPH third party payers.
  • Community or public health oriented
  • Must have five plus years of progressive experience in managing clinical services in either a hospital or ambulatory care setting or an equivalent combination of education and related experience.
  • Must have the ability and experience to institute new, innovative health care programs conversant with the needs of the patient population being served.
  • Knowledge of and ability to use software relevant to Health Care settings.
  • Experience using and supervising the use of Electronic Health Records by providers.
  • Ability to design and manage Quality Assurance programming.
  • Must have adequate transportation to visit the sites of the CPH.
  • Knowledge of the practices of medicine, dentistry, pharmacy, laboratory, and mental health sufficient to understand their roles within the organization and the general health care industry at large, to communicate effective with practitioners and understand how to reconcile the needs of the practices with the business processes of the organization.
  • Knowledge of accounting and financial analysis practices sufficient to understand financial reports and understand the impact of financial performance on the organization’s operations.

Responsibilities

  • Responsible for coordinating CPH’s healthcare activities with the Chief Executive Officer
  • Serves as a member of the CPH Senior Leadership Team and attends monthly Board of Directors’ meetings
  • Provides counsel and advice to the Chief Executive Officer and Board of Directors on provider issues
  • Develops the organizational plan for clinical operations and provides leadership and expertise for the Center’s clinical quality
  • Works with appropriate management staff to develop and implement programs, policies and procedures required to carry out the mission of the organization, as well as the strategic and operational goals approved by the Board of Directors
  • Responsible for clinical reports and implementation of the policies set by the Board of Directors
  • Prepares reports and recommendations for CPH’s Board of Directors regarding clinical operations, medical services, productivity, community health care needs and the overall health care plan of CPH
  • Ensures patient assessment and treatment programs are developed and implemented
  • Ensures quality assurance (QA) program is properly developed and administered, including establishing a functioning internal quality committee and Board quality committee with routinely scheduled meetings.
  • Provides monthly CMO’s Report to the Board and CEO, which includes productivity studies and QA reports prepared because of completed studies and interventions
  • Assures that quality management programs are carried out in all clinical areas through the development and implementation of effective disease management programs, clinical protocols and guidelines, other decision tools, and review of the outcomes
  • Leads the Quality Committee in achievement of clinical outcomes, and achieving best practice goals
  • Monitors performance, incorporating HRSA, HEDIS and other key quality indicators, to provide leadership necessary to meet regulatory requirements and guidelines
  • Provides an environment of quality and cost improvement that is data driven and develops systems to review utilization of resources and objectively measure outcomes
  • Develops a clinical decision support system to access utilization, quality and cost data and integrate evidence-based clinical practices wherever possible
  • Monitors individual provider and group patterns, presents data, analysis and interpretation to providers and staff
  • Works to achieve Ambulatory Care accreditation with a recognized organization
  • Responsible for coordinating, mentoring, and developing the provider staff
  • Oversees credentialing, recommends privileging, and administers peer review for all providers
  • Assures credentialing and privileging records meet HRSA BPHC standards
  • Develops and coordinates CPH’s provider affiliations with other clinics and hospitals
  • Provides oversight and leadership for all provider education programs
  • Ensures that CPH physicians participate in in-service activities and pursue continuing education opportunities
  • Ensures provider staff development plans and programs are implemented and maintained per policy
  • Facilitates provider participation in interdisciplinary teams for health care services (including support of appropriate clinical protocols, non-physician activities, collaborations with nurse practitioners, and relationships with the nursing team)
  • Ensures the regular occurrence of monthly administrative and clinical meetings of CPH physicians, reviews monthly medical encounter statistics, and confers with individual providers regarding needs for improvement
  • Evaluates individual provider performance on an annual basis
  • Participates in the budget and financial planning of clinical services
  • Develops and supports the plan for provider staffing, equipment purchases and other relevant clinical line items
  • Supervises and guides the health center’s providers on referral practices and their impact on the health center’s overall financial status
  • Maintains ongoing monitoring and evaluation of the medical operations budget
  • Responsible for ensuring providers receive appropriate administrative training and staffing
  • Ensures provider staff training on EHR use and effective navigation
  • Evaluates and arranges training for providers, as necessary, to produce accurate billing/coding for services rendered
  • Initiates corrective action as necessary in response to less-than-optimal performance
  • Responsible for clinical aspects of provider recruitment and hiring
  • Prepares and recommends provider position qualifications
  • Assists with job descriptions and evaluation criteria for all medical providers
  • Recruits and interviews physicians, physician assistants and nurse practitioners
  • Makes recommendations for hiring
  • Participates in medical advocacy to build and maintain a positive public perception and reputation for the Center in the community
  • Represents CPH, when appropriate, to the local community, to other health care agencies and to the broader community of health care providers and policy makers
  • Functions as a spokesperson for CPH, maintaining liaisons with community organizations and government policy bodies
  • Serves as a liaison to Local and State professional societies, health officials, organizations, and health training institutions
  • Builds collaborative partnerships with health care and service organizations serving the health center’s patient population, seeking, and exploring opportunities to work together for the benefit of the community and CPH
  • Responsible for assisting in the preparation of reports for HRSA and other granting agencies regarding clinical activities
  • Participates in periodic management and clinical reviews directed by HRSA, Joint Commission, BPHC and any other applicable Federal, State or Local regulatory agency
  • Ensures that the organization is prepared for after hours and emergency situations, both in terms of providing services to patients during emergencies and responding to catastrophic loss of data and facilities
  • Responsible for oversight of Center’s after-hours care
  • Creates schedules pertaining to clinical coverage
  • Reviews CPH’s 24-hour answering service log
