About The Position

Outer Cape Health Services (OCHS) is seeking a Chief Medical Officer (CMO) to join their executive team. The CMO will be responsible for delivering excellent clinical services through high-quality leadership and management. This role involves advising the CEO and Deputy CEO, collaborating with the executive team on strategic vision for clinical programs, and representing OCHS to internal and external stakeholders. The CMO will lead in areas such as clinical staff leadership, clinical practice, quality initiatives, clinical risk and safety management, utilization review, and the growth and innovation of clinical service lines, all while aiming to achieve the Institute for Healthcare Improvement’s Quintuple Aim (Cost reduction, Patient Experience, Team Wellness, Equitable Care, and Population Health).

Requirements

  • Minimum of 7-10 years of clinical experience required.
  • At least 2-5 years of clinical management experience required.
  • Board-certified Physician in community medicine, public health, and/or addiction treatment.
  • Demonstrated commitment to supporting advanced practitioner leadership and management.
  • Consideration given to highly qualified clinicians such as Emergency Medicine, Pediatrics, or Internal Medicine, with a strong commitment and expertise in supporting the delivery of high-quality, equitable, comprehensive clinical care and social services.
  • Demonstrated accomplishment in a community-based, culturally diverse, mission-driven healthcare delivery setting is essential.
  • Demonstrated change agent who is mission-driven and displays the necessary analytic and strategic skills to transform a mission into sound operations.
  • Demonstrated creative leader committed to excellence.
  • Demonstrated ability to collaborate with and lead all clinical staff including physicians, advanced practitioners, behavioral health clinicians, nurses, and all other clinical staff and clinical support staff.
  • Demonstrated commitment to diversity of opinion/approach, psychological safety, and comfort with sharing power to achieve common goals.
  • Excellent interpersonal skills, communication skills, organizational abilities, computer experience, and the ability to work within a collaborative team setting.
  • Excellent written and verbal communication skills.

Responsibilities

  • Provide ultimate authority and responsibility for all clinical service areas at OCHS.
  • Serve as the most senior clinical voice of the organization with final decision-making authority on evidence-informed clinical practice, protocols, and policies.
  • Model high-quality clinical leadership and management for all medical/clinical directors and staff.
  • Bring patient and clinician perspectives to leadership and management teams.
  • Develop leadership and management skills of medical/clinical managers and directors through coaching and mentoring.
  • Identify professional growth opportunities for clinical staff, residents, interns, students, and other learners.
  • Foster a healthy, respectful, and productive culture and relationship with staff.
  • Communicate effectively with all stakeholders on identified pain points, trends, and areas for improvement.
  • Build and maintain psychological safety with staff and co-workers to encourage honest bi-directional feedback.
  • Represent OCHS’ interests in relationships with external organizations and stakeholders regarding clinical services.
  • Participate in the recruitment, credentialing, and privileging of all clinicians in collaboration with HR.
  • Ensure peer reviews are completed for all licensed, credentialed, and privileged clinicians.
  • Collaborate with medical/clinical directors to develop, implement, and improve onboarding programs for new and returning clinicians.
  • Collaborate with medical/clinical directors to ensure clinicians receive individualized mentorship, coaching, and/or supervision.
  • Align clinician objectives with OCHS’ strategic goals, mission, and vision.
  • Participate in a minimum of 3 clinical sessions per week on separate days during times of highest demand.
  • Ensure the provision of professional development opportunities for all clinicians.
  • Collaborate with the Quality team and other leadership to ensure effective data collection and reporting systems for continuous process improvement.
  • Collaborate with the Quality team to plan and execute outcomes-oriented quality initiatives.
  • Collaborate with the Director of Compliance to attain and/or maintain OCHS’ accreditation and regulatory compliance.
  • Oversee and collaborate in clinical risk management, including monitoring practice patterns and implementing strategies to reduce risk and maximize safety.
  • Ensure timely completion of all required training by clinical staff in the CMO reporting line.
  • Collaborate with the Deputy CEO, Director of Compliance, and CFO to develop and implement OCHS’ risk management program and address compliance, privacy, and ethical issues.
  • Review and analyze health indicator data, specifically data reflecting Social Determinants of Health (SDoH) and health equity performance.
  • Partner with operations and finance to ensure fiscally responsible, mission-focused, and patient-centered clinical operations.
  • Collaborate with operations and finance teams to set realistic annual visit encounter & access standards.
  • Collaborate with operations and finance to assess and implement technological solutions to improve efficiency and effectiveness.
  • Evaluate patient access to services and participate in developing innovative projects and programs to optimize access.
  • Collaborate with executive team members to integrate clinical, financial, and operational aspects of organizational performance.
  • Partner with operations and finance to ensure cost-effective utilization of clinical resources and optimal reimbursement.
  • Participate in the development and implementation of OCHS’ strategic and annual plans.
  • Work collaboratively with the executive team and staff to achieve strategic goals, mission, and vision.
  • Translate strategic development plans to medical/clinical directors and staff, providing a patient-centered clinical perspective.
  • Elicit feedback from clinical staff on the strategic plan and its execution.
  • Provide bi-directional communication between the leadership team and clinical staff.
  • Participate in evaluating the need for new clinical service lines, programs, and modes of care delivery.
  • Perform other related duties and projects as assigned.
